Project Description: The Authority of the Borough of Charleroi (Owner) is requesting Bids for the construction of the following Project:
CSO CONTROL PROJECT – PHASE 2
GENERAL/MECHANICAL CONTRACT NO. 2025-07A-08-1650025
ELECTRICAL CONTRACT NO. 2025-07B-08-1650025
FORCE MAINS & INTERCEPTOR CONTRACT NO. 2025-72C-08-1650025
Sealed bids shall be submitted online via the PennBid Program until 11:00 AM local time Friday, February 6, 2026, at which time all bids will become publicly available.
The Project includes the following Work:
Contract No. 2025-07A-08-1650025 generally consists of General/Mechanical, Plumbing, and HVAC construction of sewage pumping facilities and appurtenances.
Contract No. 2025-07B-08-1650025 generally consists of Electrical construction of sewage pumping facilities and appurtenances.
Contract No. 2025-07C-08-1650025 generally consists of construction of force main sewers, gravity sewers, and appurtenances.
This Contract is expected to be funded in part with funds provided by the United States Department of Agriculture, Rural Utilities Service (RUS).
Equipment and Services to be provided shall be according to the Specifications which are on file at the office of KLH Engineers, Inc., 5173 Campbells Run Road, Pittsburgh, Pennsylvania, 15205, and at the office of the Authority of the Borough of Charleroi, 3 McKean Avenue, Charleroi, PA 15022.
All plans and specifications are available online at no cost at https://pennbid.bonfirehub.com. Prospective Bidders must register with PennBid as a plan holder. PennBid may be updated periodically with addenda. All official notifications, addenda, and other Bidding Documents will be offered only through PennBid. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than PennBid.
A Pre-Bid Conference will be held at 11:00 AM, Thursday, January 15, 2026, at the office of the Authority of the Borough of Charleroi, 3 McKean Avenue, Charleroi, Pennsylvania 15022. Representatives of Owner and Engineer will be present to discuss the Project. Attendance at the Pre-Bid Conference is encouraged but not required. Bidders are encouraged to attend and participate in the Pre-Bid Conference. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the Conference. Oral statements may not be relied upon and will not be binding or legally effective.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

DOMESTIC PREFERENCE – This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
The following waivers apply to this Contract:
BABAA De Minimis, Small Grants, and Minor Components
No bid may be withdrawn for a period of ninety (90) days after the time of the opening of the bids.
Bidders shall submit an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012.
BIDDER'S SURETY - A certified check made payable to the Authority of the Borough of Charleroi or a Bid Bond on the Bid Form executed by the Bidder and a surety company approved by the Owner, in an amount equal to ten percent (10%) of the total amount of bid, must be submitted with each bid or bids will be considered nonresponsive and immediately rejected.
SUCCESSFUL BIDDING BIDDER awarded this Contract shall provide a performance surety in the amount of one hundred percent (100%) of the Contract Amount.
