THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE (RFQ) OR PROPOSAL (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME.





The Department of Energy (DOE) / Western Area Power Administration (WAPA) is issuing this RFI for Facilities Construction Multiple Award Task Order Contract (MATOC). The purpose of this RFI is to determine the availability and capability of small businesses to provide construction services for WAPA in the states of Arizona, California and Nevada.





This notice is strictly to request information for market research purposes to help WAPA determine the appropriate acquisition strategy for this requirement. This notice shall not be construed as a solicitation, an obligation, or commitment by the Government.





Description: This acquisition will provide general facilities construction, renovation, repair, alteration, demolition and remediation services, on an as needed basis, in various locations within WAPA Desert Southwest Region (DSW) and Sierra Nevada Region (SNR). Facilities include, but are not limited to, operational support buildings, site utilities, microwave sites, communication towers, substations, warehouses, real property and commercial buildings.





Potential Scope of Work: The contractor shall provide all necessary resources, materials (i.e., supplies, parts, tools, etc.), equipment, and labor (i.e., supervision, personnel, etc.) to accomplish the required work. Each project may include tasks in a variety of trades including, but not limited to, plumbing, heating and air-conditioning (HVAC), painting, electrical, masonry, carpentry, flooring, roofing, concrete, excavation, demolition, fire alarm/suppression system, hazardous material removal, construction equipment operation, site work, sewer, and other specialty and general construction work. Work performed under the MATOC shall be bound by rules, laws, and regulations of each particular site as well as local, state, and federal regulations.





The resultant MATOC will consist of a five-year ordering period. The total magnitude of all construction projects covered by the MATOC is estimated at $9,000,000. This estimate is provided for planning purposes only and does not constitute a commitment on the Government’s part. The NAICS code for this construction requirement is 236220, Commercial and Institutional Building Construction, with a small business size standard of $45 million in average annual revenue.





Instructions to Interested Parties: WAPA is seeking capability statements from interested small business construction contractors. If your small business firm has the potential capability and capacity to perform these general facilities construction services, please respond electronically to Jermaine Villareal, Contracting Officer, at villareal@wapa.gov NLT the RFI close date. All responses shall reference “WAPA DSW/SNR Facilities Construction MATOC” in the subject field. No specific format is requested for submission, however sufficient detail shall be provided to demonstrate the contractor’s capability, to include the following:





1. Company Information

a. Firm - Company Name, Mailing address, UEI/CAGE, Website, Point of Contact, POC Contact Information

b. Business Size - Under NAICS Code 236220, Commercial and Institutional Building Construction, to include any designations as small business, woman owned, veteran owned, HubZone, 8(a), etc.

c. Bonding Capacity (Project & Aggregate)





2. Capability Statement

a. Technical Capabilities: Please submit a description of the contractor’s ability to meet the construction requirements, including but not limited to:

• Ability to perform in all WAPA installations across AZ, CA and NV, including urban and remote locations

• Ability to perform simultaneous projects for work listed above, and ability to perform emergencies/urgent projects.

• Subcontracting Compliance: If this acquisition were to be conducted as a total small business set-aside and your firm is a small business under NAICS 236220, indicate whether your company can comply with FAR clause 52.219-14, Limitations on Subcontracting, and provide supporting explanation (For full clause text, see: https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-52).





b. Past Experience: Provide up to three (3) relevant past experience examples demonstrating successful completion of projects similar in scope and magnitude (less than $1M per project), specifically addressing the following:

• Project / Contract Title

• Contract / Task Order Number

• Customer Information (agency, POC name and contact information)

• Type of Work, including brief description of work

• Type of Contract

• Contract Value

• Firm’s Role (Prime, Subcontractor)

• Specialized Construction, if any

• Completion Date/Period of Performance





Notes: Do not include proprietary, classified, confidential, or sensitive information in response to this notice. Any questions or clarifications should be directed to the Contracting Officer. The Government does not intend to pay for information received in response to the RFI nor to award a contract on the basis of this RFI. A determination not to compete this action based on responses received is solely within the discretion of the Government. Respondents will not be notified of the results of the RFI.
