  1. ITEM 1: Rudder Stock Seal, Clean and Inspect



1. SCOPE



1.1 Intent. This work item describes the requirements for the Contractor to Clean, inspect and set seal body compression for the Port and Starboard rudder stock seals.

3. REQUIREMENTS



3.1 General.



3.1.1 CIR.



None.



3.1.2 Tech Rep. The Contractor must provide the services of an OEM authorized/ licensed Tech Rep for the Defense Maritime Solutions (formerly Wartsila) Rudder Stock Seal system to accomplish the following on site:




  • Provide manufacturer's proprietary information, software, and tools pertinent to the equipment/system.

  • Assist with proper repair methods, and ensure compliance with manufacturer's procedures and standards during disassembly, inspection, repair, modification, calibration, and reassembly of the equipment/system.



3.1.2.1 Ensure the Tech Rep is an OEM Certified Representative for the system/equipment stated above and demonstrated on their résumé.



3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection).



3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following:




  • Sheathing

  • Piping

  • Electrical wiring



3.2 Initial inspection. The Contractor must inspect all affected equipment and systems to document the existing condition. Submit a CFR for each set of seal noting any equipment or system discrepancies.



3.2.1 Conduct a visual inspection of each seal assembly.



3.2.2 Prior to commencing inspection/seal compression of each rudder stock seal, clean the seal assemblies of all dirt and grit accumulations.



3.3 Double isolation boundary. The Contractor must consult with Cutter Engineering Officer to determine if double sea water insolation boundary is required before and while the rudder seal overhaul is performed. For Planning and Execution of this work, assume that it is not, however, if additional boundary options are necessary (ie, Cofferdam), provide CFR to recommend use of Additional Isolation Boundary (ie, Cofferdam). Maintenance - Inflatable seal will provide the single isolation boundary. If cofferdam/double-boundary is not utilized, work must be performed continuously, with no extended breaks (ie, no overnight times, left in single-boundary condition)



Caution



Rudder stock movement with the inflatable seal inflated will damage the seal and cause a loss of its watertight function. Excessive water leakage around the rudder stock will occur resulting in possible flooding. Do not move the rudder stock while the inflatable seal is inflated.



3.3.1 Inflatable seal testing. Prior to removal of any parts, the Contractor must conduct the inflatable seal pressure drop test specified in paragraph 4-3.4 of CG Tech Pub 7007 on each seal assembly. Submit a CFR.



3.3.1.2 Inflatable seal must be kept pressurized while work on the Rudder stock seal is performed.



3.3.2 Cofferdam Optional: Contractor must consult with Cutter Engineering Officer, to determine the need for any cofferdam considerations. However, for planning and executing of this job, do not assume that it is necessary. If it is later deemed necessary, provide a CFR requesting this option. If cofferdam/double-boundary is not utilized, work must be performed continuously, with no extended breaks (ie, no overnight times, left in single-boundary condition)



3.4 Set seal body compression. The Contactor must set seal compression in accordance with paragraph 6-2 of Tech Pub 7007.



3.4.1 After seal body compression work has been completed, the Contractor must remove any installed items supporting repairs (ie, bracketing, cofferdams, etc) and release pressure from inflatable seat. Verify leakage has stopped. Submit CFR.





Caution



Rudder stock movement with the inflatable seal inflated will damage the seal and cause a loss of its watertight function. Excessive water leakage around the rudder stock will occur resulting in possible flooding. Do not move the rudder stock while the inflatable seal is inflated.



3.5 System restoration. The Contractor must restore all affected equipment and systems to their normal operating condition after satisfactory completion of testing. Lubricate the rudder stock seal in accordance with paragraph 4-3.3 of CG Tech Pub 7007.



NOTE



Coast Guard personnel will operate all shipboard machinery and equipment.



3.6 Dock Trials. The Tech Rep must be on board for dock trials. During dock trials, Ship’s Force will operate the rudder from hard over to hard over several times. The Contractor must check for leakage, noise, undue heating, and vibration related to the work under this specification. The Contractor must correct any deficiencies and retest. Submit a CFR.



3.7 Sea Trials. The Tech Rep is not required to ride vessel for any potential Sea Trials to Test System. However, if Sea Trial Attendance is later deemed to be necessary (either by Tech Rep, or USCG Representative, ie, Engineering Officer, etc), provide CFR stating that Sea Trial Attendance is recommended. If Sea Trial Attendance is warranted, during trials, the Cutter will be run at various speeds and conditions, both ahead and astern. The Contractor must correct any leakage, vibration, noise, and/or excessive temperatures that arise as a consequence of the work under this specification. During trials, the Coast Guard will operate the Cutter and all equipment at low, mid, and high shaft speeds, and at full load. The Contractor must submit a CFR and document any abnormalities in operation of the rudder stock seal during sea trials.
