The project includes construction of concrete and sheet pile floodwalls, metal stop log and swing gate closure
structures, recreational trails, O&M roads, channel stabilization, and associated infrastructure for flood protection in
the City of Napa. Refer to the Plans and Specifications for more details.

Bids are required for the entire work called for by the Plans and Specifications, and neither partial nor contingent
bids will be considered. Bids must be valid for 90 days from the date bids are opened. Bid documents and any
addendums are available at https://procurement.opengov.com/portal/countyofnapa. Bidders are responsible for
monitoring issued addenda at this site which may be released up to 72 hours prior to bid opening.
The Plans and Specifications may be viewed at the office of the Napa County Flood Control and Water
Conservation District, located at 804 First Street, Napa, CA 94559. Plans, Special Provisions (excluding State
Standard Specifications and other documents included by reference), Proposal Forms and Contract Forms may be
obtained at said office by prospective bidders licensed by the State of California for the type of work involved, and
may be found electronically for no fee at https://procurement.opengov.com/portal/countyofnapa.
In accordance with California Public Contract Code Section 3400, bidders may propose equals of products listed in
these Special Provisions by manufacturer name, brand, or model number, unless these Special Provisions specify
that the product is necessary to match others in use. Complete information for products proposed as equals must be
submitted to the Public Works Office for review by Friday, November 7, 2025, 4:30 pm.
Pursuant to Labor Code section 1771.1, a contractor or subcontractor shall not be qualified to bid on, be listed in a
bid proposal, subject to the requirements of Public Contract Code section 4104 or engage in the performance of any
contract for public work, as defined in Labor Code section 1720, et seq., unless currently registered and qualified to
perform public work pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregistered
contractor to submit a bid that is authorized by Business and Professions Code section 7029.1 or by Public Contract
Code section 10164 or 20103.5, provided the contractor is registered to perform public work pursuant to Labor Code
section 1725.5 at the time the contract is awarded. Pursuant to California Labor Code section 1770, et seq., the
successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the
California Department of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the
Napa County Department of Public Works where copies will be made available to any interested party on request.
These rate determinations may also be found on the State Department of Industrial Relations’ website at:
http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm . In accordance with the California Government Code
Section 1773.2, copies of the applicable determinations of the Director are on file at the Public Works Office and
may be reviewed upon request. In accordance with the provisions of Labor Code Section 1774, the prevailing wage
rate for classifications of Labor to be employed in the work have been determined by the Napa County Board of
Supervisors and is included in the Special Provisions referred to above.
The Contractor shall possess a Class A license at the time of contract award. No bid will be considered unless it is
made on a blank form furnished by the District Engineer and is made in accordance with the provisions of the
proposal requirements and conditions set forth under the Standard Specifications of the State California, Department
of Transportation, except as modified in the above referred to Special Provisions.
Each bidder must be licensed as required by law at the time the contract is awarded. The contractor and any
subcontractors shall be registered with the State of California Department of Industrial Relations (Public Works
Contractor (PWC) Registration) at the time of bid opening.
A bid guarantee in the amount of 10% of the total bid shall accompany the bid.
The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract
price and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient
surety.
Each bidder is required to attend the pre-proposal site walk at: 804 First Steet, Napa CA 94559 | Thursday,
October 23, 2025 | 10:00 am . All prime contractors intending to bid the project must have at least one
representative attend the site walk and sign in on the attendance sheet in order for their bid to be considered
