ADVERTISEMENT FOR BIDS
Sealed proposals will be received by City personnel at City of Daphne at Daphne City Hall (1705 Main Street,
P. O. Box 400, Daphne, AL 36526) at 11:30A.M. on June 10, 2026 and then publicly opened for furnishing all
labor and materials, and performing all work required by City of Daphne for the following project:
BID DOCUMENT NO: 2026-H-DAPHNE SEARCH AND RESCUE BUILDING
Bids received after the designated deadline will not be considered.
150 calendar days will be allowed for the completion of the Project.
The Work will consist of grading, draining, paving, preparing a building pad for a 96 foot x 60 foot pre-
engineered metal building with stubs for water and sanitary, and erosion control and permanent
stabilization.
All Bids must be on blank forms provided in the Specifications and submitted in its entirety. A Bid Bond
executed and signed by a surety company duly authorized and qualified to make bonds in the State of
Alabama or a cashier’s check drawn on an Alabama bank, payable to City of Daphne, Alabama, for an amount
of five percent (5%) of the amount bid, but in no event more than ten thousand dollars ($10,000), shall be
filed with the Bid.
The response must be sealed and labeled on the outside of envelope including the contractor’s company name
and address as follows:

A performance bond in the form and terms approved by the City in an amount not less than the contract price
will be required at the signing of the Agreement. A labor and materials bond in the form and terms approved
by the City in an amount not less than the Contract Price insuring payment for all labor and materials shall also
be required at the signing of the Agreement. In addition, the Contractor must furnish to the City at the time
of the signing of the Agreement a certificate of insurance coverage as provided in the Contract Documents.
The City reserves the right to reject any and/or all Bids and to waive informalities and to furnish any item of
material or work to change the amount of the Contract Price.
Liquidated damages for non-completion of the Work within the Contract Times will be assessed in accordance
with the terms of the Contract.
Bidders shall not include speculative or anticipated tariffs in their bid price. Only tariffs announced or imposed
as of the bid submission deadline may be considered in calculating bid amounts. If applicable tariffs are
imposed after the bid submission deadline, the awarded contractor may request a change order pursuant to
the contract’s price-escalation provision.
The Engineer for the Project is Shumer Consulting, LLC. The Issuing Office for the Bidding Documents is 113
Williams Court, Mobile, Alabama 36606 (251-689-3915). Prospective Bidders may examine the Bidding
Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. – 5:00 p.m. and
may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bids are invited from all qualified respondents. The City is an Equal Opportunity Employer. All minority business
enterprises (MBE) and disadvantaged business enterprises (DBE) will be taken into consideration.
No Bids will be considered unless the Bidder, whether resident or non-resident of Alabama, is properly qualified
to submit a Bid for this Project in accordance with all applicable laws of the State of Alabama. This shall include
evidence of holding a current license from the State Licensing Board for General Contractors, as required by
Chapter 8, Title 34 of the Code of Alabama (1975). In addition, non-residents of the State, if a corporation,
shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. A
copy of required State of Alabama license shall be included in the bid submittal and listed on the outside of the
submittal envelope.
In evaluating Bidders, the City will consider the qualifications of Bidders and may consider the qualifications
and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of
the Work for which the identity of Subcontractors, Suppliers, and other individuals or entities must be
submitted as may be provided in the Supplementary Conditions.
The City may conduct such investigations as the City deems necessary to establish the responsibility,
qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers, individuals, or entities
proposed for those portions of the Work in accordance with the Contract Documents.
The City may disqualify Bidders that have had prior demands placed on a bid bond, payment bond, or
performance bond within the last five (5) years prior to the date of this Bid submission.
If the Contract is to be awarded, the City will award the Contract to the lowest responsive and responsible
Bidder. No Bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of Bids without
the consent of the City Council of City of Daphne, Alabama.
A mandatory pre-bid conference will be held on May 27, 2026 at 10:00 am at the City of Daphne City Hall at
1705 Main Street, Daphne, AL 36526. All prospective Bidders must have a representative present at the pre-
bid conference.
