Project Description: The purpose of this RFI is to: obtain information, comments, or suggestions from potential vendors before issuing a request for proposals; determine whether to issue a request for proposals; and generate interest in a potential request for proposals. Vendors should not contact the county regarding this RFI. All communication should be either by responding to this RFI or by submitting a question during the question and answer period. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305.

1 Introduction
Salt Lake County (“County”) is seeking responses to this Request for Information (RFI) from qualified firms (“Proposer” or “Developer”) for the long-term ground lease and development of a portion of parcel number 27-35-176-0050, located at 1040 W 12800 S, Riverton, Utah, within the Riverbend Golf Course property.
The County is exploring opportunities to enhance public use of the site while honoring existing recreational, conservation, and community values. This RFI is for information-gathering purposes only and will help inform the potential issuance of a formal Request for Proposals (RFP). We invite responses from qualified developers or firms interested in proposing concepts that align with the County’s goals, priorities, and site constraints as outlined in this RFI.
2 Background:
Salt Lake County owns and operates the Riverbend Golf Course located at 1040 W 12800 S in Riverton, Utah. Riverbend is the highest revenue-generating course in our system and a vital community asset. Any potential partnership must prioritize the preservation and enhancement of golf operations while thoughtfully considering the needs and significant investments already made in the site.
As part of a long-term vision to enhance the site's value to the community while preserving critical recreational and public uses, the County is exploring opportunities to enter into a long-term ground lease with a qualified Developer. The selected development partner will help reimagine a portion of this site in a way that supports golf course operations, reflects community priorities, and generates sustained public benefit. The parcel includes a variety of assets—such as a functioning 18-hole golf course, a group home, and a swimming pool located within a Land and Water Conservation Fund (LWCF) designation, each of which must be thoughtfully considered in any proposed redevelopment.
3 Site Overview
The subject area includes:
• A portion of Riverbend Golf Course on parcel #27-35-176-0050. (see Exhibit A)
• A group home facility for individuals with disabilities.
• A community swimming pool located within a designated land and water conservation area.
• Proximity to three vacant parcels totaling approximately 78.52 acres to the East, which may be bundled into the development proposal. (see Exhibit B)
4 Site Access & Surrounding Amenities
The development site at 1040 W 12800 S, Riverton, Utah, offers excellent access and community integration:
• Immediate proximity to Bangerter Highway (SR-154) and a short drive to I-15.
• Convenient access to UTA bus routes and FrontRunner commuter rail in nearby South Jordan.
• Significant frontage along 12800 South, a primary east-west corridor.
• Nearby:
o Mountain View Village shopping center (retail, restaurants, and entertainment).
o Riverton Hospital, operated by Intermountain Health.
o Riverton City Park, trails, schools, and local community centers.
• Existing utility services from County operations provide a foundation for infrastructure expansion.
• Coordination with Riverton and Draper City, and service providers will be necessary during planning.
• Cooperation with the planning departments will be essential to ensure a shared vision to achieve desired density and amenities.
These advantages support the feasibility of a high-quality, mixed-use development that complements both existing County assets and surrounding neighborhoods.
5 Development Goals:
The County has identified a set of development goals to guide proposals that balance economic opportunity with stewardship of public land and services.
• Mixed-Use Vision: Encourages a mixed-use development that may maximize the potential of riverfront acreage to build connectivity between Jordan River, Jordan River Trail, and possible retail/commercial/residential improvements. Including but not limited to single-family and multi-family housing, event center/office, residential, or retail component, enhancing the area and activating the site.
• Improved Access: Expansion of Withers Lane and/or the addition of a new entry point to the property to improve circulation and access.
• Course Layout Adjustments: Realignment of Holes #1 and #2 may be considered if necessary to accommodate changes to entry points or site circulation.
• Short Course Addition: Development of a short course to broaden appeal to a wider range of golfers and increase year-round engagement.
• Driving Range Upgrades: Redesign of the driving range or addition of indoor golf simulators to enhance practice and learning opportunities.
• Clubhouse Improvements: Remodeling or expansion of the clubhouse to improve amenities and customer experience.
• Event or Complementary Facilities: Construction of an event center or other complementary amenities that align with and enhance golf course operations.
• Swimming Pool and Group Home: Relocation of the swimming pool and the group home may be considered if the relocation meets LWFC designation and federal requirements for group home standards.
• Community Benefit: Enhance the operations and sustainability of the golf course and serve the broader community.
• Parking: Ensure adequate parking is available during peak golf course hours.
• Long-Term Value: Maximize revenue through a long-term lease while preserving County ownership for public benefit.
6 RFI Response Requirements:
The County is issuing this RFI with the desire to gain a better understanding from the market (developers and others) in order to create an RFP process. The following questions have been developed by the County to understand the needs of the development community and to gather information that will aid in the development of this project.
The County is seeking the following information with this RFI:
• Provide a description of past successful development projects that are similar in size and scope to this potential development.
• Provide potential project program and conceptual design elements.
• Explain how you determine an acceptable ratio of debt for any given project.
• Provide a preliminary work plan identifying the tasks to be accomplished, the positions anticipated to execute each task, the hours anticipated for each task, a proposed deliverables schedule, and a timeline for completing the project.
• Describe the expected density of residential, office, and retail for projects similar in size and scope to the potential development project.
• Accommodations or concessions you would expect an owner to make in order to aid the development team.
• Financial capability of the Developer to successfully execute a project of a similar type.
The County requirements for various approaches to development are as follows:
• The County’s top priority is to maximize revenue through a long-term lease while preserving County ownership for public benefit.
• In all instances, the County will maintain land ownership of the new development.
• On the excess land, Salt Lake County is open to all partnership/development approaches that are legally permissible.
The County is willing to provide the following:
• The County is willing to partner with developer(s) to utilize government financing options.

The County is a governmental entity subject to the Utah Governmental Records and Access Management Act (GRAMA), Utah Code Section 63G-2-101, et seq. All documents submitted in response to this RFI will be treated as protected records under GRAMA Section 63G-2-305(7). Please be advised that documents submitted in response to this RFI will become public records upon execution of a contract directly relating to the subject of this RFI through a potential formal solicitation process, or in the event the County does not enter into a contract which directly relates to the subject matter, upon the expiration of two years from the date of issue of this RFI. Trade secrets and commercial information will not be disclosed provided that you have properly complied with Utah Code Section 63G-2-305 and Utah Code Section 63G-2-309.
