MARKET RESEARCH RFI QUESTIONS DUE 9 January 2025 at 1300EST



The DAF Category Management office is seeking input from our industry partners on how we can improve the clarity, quality, and effectiveness of our Performance Work Statements (PWS) or Statement of Objectives (SOO). Our goal is to develop PWS/SOO documents that are clear, concise, and provide the necessary information for industry to propose innovative and cost-effective solutions. By providing more effective PWS/SOO documents, we hope to reduce the time and resources industry spends on proposal preparation and ultimately deliver better value to the taxpayer.



This is a Request for Information (RFI) only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to gather feedback from industry to improve our internal processes.

Please provide your feedback to the questions below. We encourage you to be as specific as possible and provide examples where appropriate. You are not required to answer all questions. Please submit your responses to daf.category.management@us.af.mil.



Questions for Industry



Initial PWS/SOO Review



When your team reviews a PWS/SOO for the first time, what are the most common questions that arise? We are particularly interested in questions related to:




  • Scope and Objectives: What information is often unclear about the overall goals and boundaries of the work?

  • Technical Requirements: What technical details are frequently missing or ambiguous?

  • Deliverables and Schedule: What aspects of the deliverables and timelines are often confusing?

  • Government-Furnished Information/Property/Equipment (GFI/GFP/GFE): What information regarding GFI/GFP/GFE is typically needed upfront?



Improving PWS/SOO Content



What specific information could the Government include in a PWS/SOO that would be most beneficial to you? We are looking for suggestions that would help you:




  • Reduce Proposal Preparation Time and Cost: What information, if provided earlier, would streamline your proposal development process?

  • Develop More Innovative Solutions: What details would empower you to propose more creative and effective approaches?

  • Price More Accurately: What information would help you develop more precise and competitive cost proposals?

  • Better Understand Performance Standards: How can we better define success and the metrics that will be used to evaluate performance?

  1. What are the biggest challenges you face when interpreting a PWS/SOO?

  2. Are there any "best practice" examples of a PWS/SOO from other agencies that you would recommend we review?

  3. Do you have any other recommendations for how we can improve our PWS/SOO documents?
