5/6/25 UPDATE: Issued amendment 1 which adds attachment J4 - Vendor Questions and Answers - 030ADV25Q0119. See attached amendment and J4.





The Library of Congress seeks a contractor to provide:



(1) Continued development, feature including adding new features and functionality based on user feedback, as well as bug fixes and routine maintenance for embARC, the free, open source tool software application that enables users to audit and correct embedded metadata to comply with FADGI guidelines for DPX (Guidelines for Embedded Metadata within DPX File Headers for Digitized Motion Picture Film), MXF (SMPTE RDD 48: MXF Archive and Preservation Format) files and FFV1 files (SMPTE RDD 48:2018 Amendment 1:2022). Two key components will be developing new feature support for content authentication and provenance and updating DPX functionality to support revised FADGI guidelines for digitizing motion picture film. Support shall be for all CLI and GUI versions of embARC. For more information about embARC, see http://www.digitizationguidelines.gov/guidelines/embARC.html.





(2) Explore documenting content authenticity and provenance for digital audiovisual collections content in FADGI sponsored free open source software (FOSS) packages, using the command line interface (CLI) and graphical user interface (GUI) for embARC as a proof of concept for moving image content.
