Summary

The Ohio Department of Rehabilitation and Correction (DRC) issuing this Request for Information (RFI) to gather information from qualified vendors regarding a Secured Digital App(s) management information system for educational needs specifically designed for corrections (Prisons). Such as Nucleos AchieveDPX or something comparable made for corrections (prisons).  Solutions with existing relationships to specific education product/service providers is ideal, but with the security to so Single-Sign on for all applications for participants that do not have email access, as a way to sign in and verify user.

Please provide a High level budgetary estimate document for up to two (2) years of services.

During the performance of the Work, a State representative (the “Agency Project Representative”) will
represent the Agency and will be the primary contact for matters relating to the Work. The Agency
Project Representative will be designated at the Contract award.
BACKGROUND
The Ohio Department of Rehabilitation and Correction (ODRC) was established under House Bill
494. Its responsibilities are defined in ORC 5120. ODRC is the largest agency in the State of Ohio
with operations throughout the State and is the fifth largest prison system in the nation, consisting of
twenty-five (25) state-administered adult correctional institutions and three (3) privately-operated
institutions. The current ODRC population is approximately 45,500. The institutions vary in level of
security and include corrections reception centers, correctional camps, and pre-release centers. The
mission of ODRC is to reduce recidivism among those we touch. The values of the agency are aligned
to support the mission of the agency. The values of the agency are as follows: (1) Take care of our
staff; they will transform our offenders (2) One team-one purpose (3) Civility towards all and (4) Hope
is job one.
SUMMARY
The Ohio Department of Rehabilitation and Correction (DRC) is issuing this Request for Information
(RFI) to gather information from qualified vendors regarding Nucleos-Achieve DXP or comparable
secure digital platforms designed for correctional facilities. The information collected will help DRC
understand solution capabilities, implementation approaches, security posture, and cost structures to
inform a potential future competitive procurement.
PROJECT OBJECTIVES
DRC’s vision is to reduce crime in Ohio, and its mission is to reduce recidivism among those they
touch. In alignment with this vision and mission, the objectives of this RFI are to:
Understand available solutions for secure educational content delivery in correctional settings,
including tablet-based, Chromebooks, apple devices and lab-based deployments.
Assess vendor capabilities, experience, and outcomes in correctional and workforce
environments, including measurable impacts on education, training, and workforce readiness.
Identify potential implementation strategies, technical architecture, and associated non-binding
cost models suitable for statewide or phased deployment.

A. Platform overview and core features
iOS platforms such as Chromebooks and Apple devices (iPhone, iPads, iMac, MacBook) –
Windows devices: PCs and Thin Clients, including ViaPath Tablets.
SSO capabilities, specifically for Google Workspace (IDP).
Include mobile device support, note that DRC uses laptops and PCs in addition to tablets
(Chromebooks and Apple devices).
Active Directory Integration must be supported.
ADA features for accessibility.
Explain how the platform supports monitoring student use, including recordings (pictures or
face recognition), hours and days of use.
Describe secure printing capabilities for sites such as Encyclopedia, CANVAS, Blackboard,
and Google Workspace for students.
List any free content included with the package(s), if applicable.
Provide a list of partnering providers your platform integrates with.
Confirm if you have established relationships with the following core providers: Pearson VUE
(GED testing), GED Ready, K12 Management, Aztec, Reading Horizons, ACT WorkKeys,
Autodesk, Khan Academy, Blackboard (LMS), CANVAS (LMS), Brightspace (LMS),

1. Description of the platform (e.g., Nucleos-Achieve DXP), its primary use cases in
corrections, and high-level architecture.
2. Core features such as secure content delivery, LMS, learner records, assessment tools,
reporting/analytics, integration with existing educational content providers, and
offline/online operation modes as applicable.
B. Security, compliance, and controls
1. Description of security architecture, including data encryption in transit and at rest, identity
and access management, and logging/monitoring capabilities.
2. Description of how the solution supports compliance with relevant standards and policies
(e.g., CJIS expectations where applicable, NIST-aligned controls, MFA support, auditing),
including any third-party assessments or certifications.
Description of controls to prevent unauthorized communication, limit internet exposure,
and restrict access to only approved educational and rehabilitative content in correctional
environments.
C. Deployment models and scalability
1. Supported deployment models (e.g., on-premises, cloud, hybrid) and how each model
addresses security and connectivity constraints typical in secure facilities.

2. End-user device options (e.g., secure Chromebook, apple devices, tablets, PCs, computer
labs, shared kiosks), and how the platform manages devices and user access within housing
units, classrooms, and workforce centers.
3. Scalability considerations, including ability to support multiple institutions, thousands of
concurrent users, and phased rollouts across a statewide system.
D. Training, implementation, and support
1. Proposed approach to implementation, including discovery, configuration, integrations
(e.g., existing LMS, student information systems, offender management systems), pilot
phases, and production rollout.
2. Training offerings for facility staff, educators, and administrators (e.g., initial training,
ongoing professional development, online resources, train-the-trainer programs).
3. Support model, including hours of operation, SLAs, escalation paths, and access to
technical and customer success resources.
E. Estimated pricing structures (non-binding)
1. High-level, non-binding pricing models (e.g., per-seat, per-facility, per-device, tiered by
usage or content) and any typical one-time implementation or integration fees.
2. Description of any included or optional content catalogs, certifications, or third-party
curricula, and how these are priced (bundled vs. add-on).
3. Any available information about total cost of ownership considerations, such as device
lifecycle, support costs, seat and/or site licenses and training costs over time.
F. Experience, outcomes, and references
1. Relevant experience delivering digital education or workforce development solutions in
jails, prisons, or community corrections, including years in market and number/type of
correctional partners.
2. Case studies or summaries of similar implementations, including program goals (e.g., tablet
programs, workforce education), populations served, and reported outcomes such as
engagement, credential attainment, or recidivism-related metrics where available.
3. Customer references (jurisdiction and facility type) that may be contacted by DRC for
further information at a later stage.
G. Scope of information and agency commitments
This RFI is issued solely for information and planning purposes and does not constitute a
solicitation, offer, or commitment by DRC to purchase any products or services. No contract will
be awarded directly as a result of this RFI, and DRC will not reimburse any costs incurred in
preparing responses. Responses will be used to help DRC evaluate available market options and
may inform the development of a future competitive solicitation (e.g., RFP) if DRC chooses to
proceed.

Use vendor responses solely for internal planning, budgeting, and requirements definition
purposes.
H. Response Format
Each respondent’s response should include a cover letter identifying the submitting organization
and the organization’s point of contact in PDF format.
1. The cover letter should be in form of a standard business letter and contain the following:
a. A statement regarding the principal place of business.
b. A list of the people who prepared the response, including their titles.
c. The name, phone number, e-mail address and mailing address of a contact person
who has authority to answer questions regarding the response.
2. Executive summary (maximum 2 pages) highlighting how the platform supports
correctional education, secure delivery, and workforce outcomes. Response to RFI
Requirements, in order of appearance in RFI document.
3. Responses to the “Information requested” sections above, clearly labeled.
4. Optional appendices containing diagrams, marketing collateral, or additional case studies.
