Pinellas County is seeking proposals from qualified vendors to implement a robust, cloud-based Learning Management System (LMS) that supports a wide range of training and compliance needs across multiple departments and user roles. The goal of this project is to identify and deploy a scalable, intuitive platform that enhances both learner engagement and administrative efficiency through advanced user interface design, seamless mobile access, offline learning capabilities, and powerful integration with Human Resources (HR), Enterprise Resource Planning (ERP), and Emergency Management Services (EMS) platforms such as ImageTrend.

This LMS will serve as a centralized hub for self-paced, instructor-led, and blended learning formats while offering real-time tracking of course completions, certifications, skills assessments, and compliance requirements. Key priorities include support for high-volume concurrent users, customizable branding, automated reporting, secure authentication, and rich media content management. The ideal vendor will demonstrate a proven ability to deliver enterprise-grade performance, multi-tenant architecture, and integration with third-party systems and content providers to meet the unique demands of public safety, healthcare, and government training environments.

Background

Pinellas County Safety and Emergency Services (SES) oversees the training and credentialing of a large, diverse workforce consisting of EMS personnel, fire service professionals, and administrative staff across multiple agencies and departments. This workforce requires timely, reliable, and centralized access to continuing education, certification tracking, real-time performance documentation, and compliance reporting. Currently, the County's legacy LMS and training documentation systems are fragmented, limited in functionality, and unable to keep pace with the evolving demands of a high-performance, high-accountability learning environment.

The objective of this project is to replace these outdated systems with a comprehensive, user-friendly LMS that simplifies content delivery, streamlines compliance processes, and allows for seamless integration with platforms such as ImageTrend and various Human Resource Information System (HRIS)/ERP systems. The County is particularly interested in a solution that enables mobile accessibility, offline capability for field personnel, role-based access, and support for both online and instructor-led training formats all while maintaining the highest standards of data security and system uptime.
