Description
SACN - Repair Rehab Lower District Maintenance Shop

PRE-SOLICITATION NOTICE:

The National Park Service, Contracting Operations – Central, intends to issue an Invitation for Bid (IFB) for the Repair Rehab Lower District Maintenance Shop project for Saint Croix National Scenic Riverway in St. Croix Falls, Wisconsin.

This project will address exterior and interior repairs to SACN's Lower District maintenance building by the removal of all exterior steel, siding, roofing, trim, and insulation. New insulated steel siding and roofing panels will be installed. One radiant tube shop heater and two 75k btu heaters will be replaced in kind, as well as installation of a new Heat Pump Air Handler Split System HVAC system in the administrative space with insulated ductwork through joists to each room; outside air louver, control damper, barometric relief damper, and relief louver; two (2) exhaust fans (one for each restroom). Nine (9) windows, two (2) exterior person doors, and three (3) overhead garage doors will be replaced in kind. It is anticipated that construction of this scope can be achieved mostly from the exterior of the building with very little impact to the interior environment. Two Options include additional scope within the building, including renovation of the administrative office space to include new gypsum, floor coverings, and APC ceilings, as well as new bathroom and breakroom fixtures.

PROJECT MAGNITUDE: Between $250,000 and $500,000

TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by Summer 2025 with performance to begin in Summer 2025.

Construction Wage Rate Requirements for Polk County, WI will apply.

North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 236220, and the size standard is $45 million.

This project is set aside 100% for Total Small Businesses.

SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.

PUBLICIZING: The official solicitation and its attachments will be issued and available May 2025 and will be posted to the Contract Opportunities/SAM.gov website at https://sam.gov/content/opportunities .

The contracting office will not provide hardcopies or email copies of the solicitation.

REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
