Overview



Summary

The City of Pasadena Parks, Recreation and Community Services Department (PRCS) seeks a well-qualified business entity to operate and maintain the part of the Pasadena Equestrian Center located in the Hahamongna Watershed Park area in Pasadena, CA.

Term: Twenty (20) years plus two ten (10) year renewable options.
Facility: Pasadena Equestrian Center Arena Area (Arena)
Compensation: The Operator may pay annual fee upon completed negotiation with the City, or a Public Benefit Calculation, or reinvest generated revenue to support capital improvements, or a combination thereof.

Proposals shall demonstrate the ability to operate an equestrian facility, clearly articulate achievable plans for an innovative and profitable operation, provide a public benefit program, and be able to document compliance with all applicable laws and regulations.



Background

The Arena is an approximately six (6) acre complex and serves as a public equestrian facility for the City of Pasadena. The Arena serves as a horse riding, staging, teaching and boarding facility for the City. The Arena consists of the following three primary facilities:

RIDING ARENA

The 300' x 175' Riding Arena will be available for public use, except for the southern half for two (2) months during the summer for the use by an adjacent user, Tom Sawyer Camps.

STAGING AREA

The Staging Area will be open for public use. Associated public facilities would include:

      • A Clubhouse may provide meeting and gathering space for up to approximately 60 people subject to inspection and allocation of repair costs, an office with storage space, a kitchen and a non-ADA restroom facilities (septic system not connected to City sewage system); The Group Picnic Area is a destination spot within the Staging Area and on the grounds immediately adjacent to the Clubhouse. The picnic area has tables to accommodate up to approximately 60 people; and
      • Other related facilities include: a barn, visiting horse corrals, a smaller arena, a turn out pen and a visiting horse station (with a hose, wash rack, watering trough, etc.) Viewing stands for up to 40 people to sit and view the activities within the riding arena(s) also is provided. A parking area to accommodate visitors to this area of the park, special event attendees and visiting equestrians (with and without horse trailers) is included.

HORSE BOARDING AREA

The horse boarding area will provide boarding facilities for up to 49 horses and encompass approximately 2.3 acres. Access to this area by the public should be controlled to keep the area safe for the horses. Other facilities anticipated within the horse boarding area includes:

      • Hay and feed storage
      • Horse wash rack
      • Tack and equipment storage
      • Barn or barn storage rooms
      • Jumping arena and/or turn out pen
      • Boarding Stables/Pipe Stalls (49 horses)
      • Shared horse waste disposal area
      • Horse trailer parking (12 horse trailers spaces)
      • Horse boarder vehicular parking
