Project Description: The Oxford Area Sewer Authority (also referred to as Authority or OASA) will receive sealed Bids for the hauling, acceptance and disposal of the Authority’s dewatered wastewater sludge generated at its Wastewater Treatment Plant (WWTP). Bids must be received on PennBid on or before 10:00 a.m. prevailing time, on April 10, 2025, at which time they will be opened for viewing.
Instructions, specifications and bid forms may be obtained from the Oxford Area Sewer Authority, via PennBid (Pennsylvania's Electronic Document & Bid Management Program https://pennbid.bonfirehub.com/portal/?tab=openOpportunities All questions regarding these documents should be submitted via PennBid. The last day for submission of questions is April 3, 2025. Arrangements to visit the Authority WWTP can be made through Bill Goodley, Chief Operator at 484-459-7397.
Bids must be prepared in accordance with the requirements of this Notice to Bidders and Instructions to Bidders and must be made via the PennBid site. NOTE: Bids may not be submitted by facsimile transmission (FAX) or Email.
Each Bid must be accompanied by a Bid Bond or cashier’s check of the Bidder, drawn on a national bank and payable to the Authority in an amount equal to 10% of the cost of the Bid calculated based upon the total wastewater sludge tonnage reported for 2024 (1,217 wet tons), as a guarantee on the part of the Bidder that the Bidder will, if called upon to do so, accept and enter into a contract, to perform the work covered by such proposal at the rates stated therein and to furnish a corporate surety for its faithful an entire fulfillment. If a cashier’s check is submitted as the bid guarantee, this check will need to be submitted to the offices of OASA by April 11, 2025.
The Authority will return Bid sureties to all but the three (3) apparent low qualified Bidders within ten (10) days of the Bid opening. Bid sureties will be returned to the remaining Bidders within twenty (20) days of the date of the contract with the successful Bidder.
The Oxford Area Sewer Authority reserves the right to waive any informality, irregularity or defect in any Bid and to reject all Bids. Following the opening of Bids, no Bid may be withdrawn for a period of sixty (60) days or until a new contract with the successful Bidder has commenced.
