SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide prime professional architectural services and other professional and technical services as required to address multiple undetermined interior and/or exterior alterations to existing facilities primarily located in: Austin, Dallas, El Paso, Fort Worth, Houston, San Antonio, and Waco, Texas.
a) There is no guarantee of assigned work or volume of work under this agreement. The size, quantity, and duration of project(s) assigned to the successful Architect (PSP) will vary depending on the number and types of projects requested by TFC’s client agencies.
b) For each proposed project under the award, TFC will request a proposal. PSP will proceed with the work on individual projects only after the fee and scope proposal is approved, a purchase order is issued, and a “Notice to Proceed” is provided.
c) Each purchase order will include a description of the project, scope of services, project schedule, term, and compensation specific to the project in accordance and subject to the signed contract, as provided in Attachment D – Professional Services Agreement.
d) TFC anticipates an award to one or more PSP firms depending on responses received and geographic service regions.
CONTRACT TERM: It is the intention of TFC to award a Contract for full prime professional architectural services for an initial term beginning on the contract execution date through August 31, 2026. The Contract may be renewed for one additional two-year term upon mutual agreement of both parties.
PROJECT DESCRIPTION
1) Professional services needs are anticipated for multiple facilities throughout Texas with most services primarily located in Austin, Texas representing a wide variety of building and occupancy types. Specific projects will be identified with scopes that are predominately architectural but may include other related professional and/or technical services for:
a) Renovations.
b) Alterations.
c) Building system improvements.
d) Federal and state accessibility standards compliance.
e) Building code compliance.
f) Accessibility Compliance
2) Other related professional and/or technical services may include but are not limited to: mechanical; electrical; plumbing; structural; and/or civil engineering; 3D scanning; and/or surveying. For each project, PSP will provide the required professional disciplines with its own forces or through qualified professionals subcontracted to the PSP.
3) It is anticipated that the approximate cost of construction for most of the aforementioned projects is estimated to be between $8,000 and $250,000.
STATEMENT OF WORK
1) Provide professional architectural and other related professional and technical services as indicated in the Scope and Description above and as further outlined below.
2) Scope of services shall include, but not be limited to, the following:
a) Detailed on-site investigations, review of existing documents, verify and validate items in existing deficiencies list requested for correction.
b) Provide Rough Order of Magnitude estimation to owner for review and approval.
c) Presentation of findings to Owner for review and approval.
d) Detailed design and documentation of construction plans and specifications.
e) Provide the Owner with a list of items to be tested and/or inspected including, but not limited to, Accessibility, Testing and Balancing, Environmental, and Construction Materials testing.
f) Construction Administration.
g) Project closeout.

MANDATORY PRE-SUBMITTAL TELECONFERENCES: The mandatory pre-submittal conferences will be held on Wednesday, November 6, 2024, 2:00 PM and Thursday, November 7, 2024, 11:00 AM. Pre-registration is required to participate in the teleconference. Respondents must have an employee of their firm register for at least one (1) of the two (2) scheduled pre-submittal teleconferences. TFC shall reject submittals submitted by firms that did not register for one of the mandatory pre-submittal conferences.
