Consultant must comply with State and Federal regulations that apply to these contracts, including
prevailing wage requirements. Pursuant to Sections 1770 et seq. of the California Labor Code, the selected
firms will be required to pay not less than the general prevailing rate of per diem wages as determined by

Consultant is also required to comply with the Davis-Bacon Act and Federal wage rate standards. The
standard that results in greater wages and benefits shall prevail.
No Disadvantaged Business Enterprise (DBE) contract goal is established for these contracts. Caltrans has
suspended DBE contract goal setting, the counting of DBE participation toward contract or overall goals,
Commercially Useful Function reviews and Good Faith Effort evaluations, per Division of Local Assistance
Office Bulletin 25-07 R3 (April 2026), following the U.S. Department of Transportation Interim Final Rule
effective October 3, 2025. Proposers are nonetheless encouraged to afford subcontracting opportunities to
small and disadvantaged firms. See "Disadvantaged Business Enterprise Program Status" in this RFP.

Enterprises (DBE) will be afforded the full opportunity to submit proposals in response to this notice and
will not be discriminated against on the basis of age, race, religion, creed, color, national origin, ancestry,
physical or mental disability, medical condition, genetic information, marital status, gender, gender identity
or expression, sexual orientation, or military and veteran status in any consideration leading to the award
of contract.
No qualified disabled person shall, on the basis of disability, be excluded from participating in, be denied
the benefits of, or otherwise be subjected to discrimination under any program or activity leading to the
award of a contract.

Executive Order N-6-22 (the EO) regarding Economic Sanctions against Russia and Russian entities and
individuals. "Economic Sanctions" refers to sanctions imposed by the U.S. government in response to
Russia's actions in Ukraine, as well as any sanctions imposed under state law. By submitting a proposal,
Consultant represents that it is not a target of Economic Sanctions. Should the State determine Consultant
is a target of Economic Sanctions or is conducting prohibited transactions with sanctioned individuals or

II. INTRODUCTION
A. Information
The City of Corcoran is requesting proposals from certified materials testing laboratories to provide
materials acceptance testing and independent assurance services for two federally funded transportation
projects administered through Caltrans Local Assistance:
1. the City of Corcoran Equitable Health, Safety & Connectivity Project, Federal-Aid Project No.
ATPL-5223(029), funded through the Active Transportation Program (ATP Cycle 6); and
2. the Whitley Avenue Pedestrian Crossing Enhancement, Federal-Aid Project No. HSIPSL-
5223(028), funded through the Highway Safety Improvement Program (HSIP Cycle 11).
Two separate contracts will result from this RFP:
1. Category A - Acceptance Testing (AT) Consultant. One firm will be selected to perform all
acceptance sampling, inspection and testing on both Projects.
2. Category B - Independent Assurance (IA) Consultant. One firm, which must be a different
firm from the AT Consultant, will be selected to perform the independent assurance functions on
both Projects.

Firms may submit for either category or for both. A firm proposing for both categories will be considered
for each, but will be awarded only one. The City will award Category A to the highest-ranked firm
proposing for that category and Category B to the highest-ranked remaining firm proposing for that
category, as described under "Award of Contracts" in Section V.
Qualified, certified testing laboratories must demonstrate compliance with the following: participation in
and compliance with one or more of the correlation testing programs elected in the City's QAP, being
AASHTO re:source (formerly AMRL), the Cement and Concrete Reference Laboratory (CCRL), and the
Caltrans Reference Samples Program (RSP), for the fields of hot mix asphalt, aggregate, soil and
Portland cement concrete; and current certification of each individual performing sampling or testing
under one of the personnel certification programs described under "City of Corcoran Quality Assurance
Program Requirements" in Section III.
Test Methods and Independent Assurance
The test methods used on the Projects are those specified in the contract documents for each Project.
Where the contract documents do not specify a method, testing shall be performed using the California
Test (CT) method (QAP Section II, "Acceptance Test Methods"). The Special Provisions for ATPL-
5223(029) specify relative compaction of subgrade under curb and gutter, sidewalk and curb ramps by
California Test 216 or ASTM D1557 (current edition). Proposers should assume CT methods as the
default for all acceptance testing on both Projects.
23 CFR 637.207 requires each State and its sub-recipients to maintain an independent assurance
program that evaluates the qualified testing personnel, the laboratory, and the testing equipment used
for acceptance testing. The City of Corcoran QAP, Section III, elects to have the IA duties, including
verification of tester certification and laboratory accreditation, executed by a Consultant that is different
from the acceptance testing consultant. The IA Consultant will therefore be retained by the City under
a separate contract awarded through this RFP. Independent assurance samples and tests are not to be
used for determining compliance with contract requirements (QAP Section III).
Consistent with LAPM Section 16.11.2 and the QAP, testing performed using only ASTM or AASHTO
methods requires the City to retain a separate laboratory to perform independent assurance. Because
the City has elected a separate IA Consultant in all cases, this requirement is satisfied regardless of the
test methods used. Substitution of an ASTM or AASHTO method for a California Test method specified
in the contract documents requires prior written approval of the City Engineer.
Credential Requirements for This RFP
Each proposer shall disclose in its Proposal the accreditation program(s) in which its laboratory
participates and the test methods covered, with the date of the most recent inspection and the expiration
date, and shall list each individual proposed for this work together with that individual's current
certifications by test method, the certifying program, and expiration dates. A selected Consultant shall
hold current laboratory accreditation and individual tester certification for every test method it will perform
before beginning sampling or testing on either Project. A copy of each laboratory accreditation certificate
and each tester certification will be placed in the Project records (QAP Sections III and IV). The
completeness and currency of these credentials will be considered in the evaluation of proposals.
An informational teleconference will be held via Microsoft Teams on Wednesday, October 14, 2026,
beginning at 1:00 p.m. Interested proposers are encouraged to participate as this is an opportunity to ask
questions regarding the Projects, the QAP, and the Request for Proposals requirements. To receive the

Engineer, or the Resident Engineer for meetings, conferences or technical discussions related to this
Request for Proposals. Failure to adhere to this policy may be grounds for rejection of the Proposal.
B. Purpose and Objective
The purpose of this solicitation is to select, on the basis of demonstrated competence and professional
qualifications, one Acceptance Testing Consultant and one Independent Assurance Consultant to support
construction of the Projects. Materials sampling and testing is an architectural and engineering (A&E)
service for purposes of the Brooks Act (40 U.S.C. 1101 et seq.), Government Code Section 4526, 23
CFR Part 172 and LAPM Chapter 10, and this procurement is conducted as a qualifications-based
selection. Cost is not an evaluation criterion.
The City's objectives are:
1. to have an accredited laboratory and certified testers under contract and available before the
Notice to Proceed for construction of ATPL-5223(029), currently scheduled for Tuesday,
December 1, 2026, and before the Notice to Proceed for construction of HSIPSL-5223(028);
2. to have the same AT Consultant and IA Consultant serve both Projects, so that the City's
Resident Engineer works with a single testing team and a single IA team across the two federal-
aid construction contracts; and
3. to document acceptance testing and independent assurance on each Project in a manner that
will satisfy Caltrans Construction Oversight review, the Final Materials Certification required at
project completion, and the record retention requirements of QAP Section IV.
C. Description of the Projects
Project 1 - City of Corcoran Equitable Health, Safety & Connectivity Project, ATPL-5223(029)
The Project is funded through the Active Transportation Program (ATP Cycle 6) and constructs pedestrian
and safe-routes-to-school improvements along Whitley Avenue and Patterson Avenue (Base Bid), with
Bid Additives for electrical improvements on Otis Avenue (No. 1), construction staking (No. 2), Dairy
Avenue (Nos. 3 through 5), Orange Avenue (No. 6) and Otis Avenue (No. 7). The City may award the
Base Bid with any, all or none of the Bid Additives. The work includes clearing and grubbing, demolition,
sidewalks, drive approaches, curb and gutter, accessible curb ramps, asphalt concrete pavement
