THIS PRESOLICITATION NOTICE IS HEREBY ISSUED IN ACCORDANCE WITH FAR SUBPART 5.2.
The purpose of this notice is to announce Air Force Test Center’s (AFTC) intent to issue a sole source contract under the authority of FAR 6.302-5, Authorized or required by statute.
AFTC has determined that a sole source acquisition is appropriate for fulfilling this requirement. This requirement is considered noncommercial and any resultant contract will be awarded in accordance with FAR Part 15 to:

AFTC intends to award a 5-year contract for follow-on support to provide non-personal Advisory and Assistance Services to fully support the Air Force Research, Development, Test and Evaluation (RDT&E) activities. The Government anticipates the scope of the multi-center research and development (R&D) contract to include: (1) Engineering and Technical Services, (2) Studies, Analyses and Evaluations, (3) Management and Professional Services, and (4) Ancillary Equipment and Services.
Award is subject to approval of the Sole Source Justification. This requirement was accepted under the Pilot Program to Incentivize Contracting with Employee-Owned Businesses. The Department of Defense (DoD) has established a new pilot program authorized by section 874 and 872 of the National Defense Authorization Act for FY 2022 and FY 2024 respectively, that allows the noncompetitive award for certain follow-on contracts to an employee-owned business that meets the definition of a “qualified business.” Section 874 defines a ‘‘qualified business” as an S corporation (as defined in section 1361(a)(1) of the Internal Revenue Code of 1986) for which 100 percent of the outstanding stock is held through an employee stock ownership plan as defined in section 4975(e)(7) of such code.
Notwithstanding 10 U.S.C. § 3201 (formerly § 2304), contracting officers supporting a program selected for participation in the pilot will be able to award a follow-on contract for the continued development, production, or provision of products or services that are the same or substantially similar to those procured by DoD under a previous contract with a “qualified business” under the authority of 10 U.S.C § 3204(a)(5). AFTC has received approval under this program and will justify its sole source on the basis of FAR 6.302-5, Authorized or required by statute, as determined by program guidance.
In accordance with FAR Part 5.203 this notice of intent is not a request for competitive proposals or quotations.
