Description

PURPOSE OF THIS ANNOUNCEMENT:

This is a solicitation announcement for design and construction services as described within the announcement on www.sam.gov (SAM). Offerors are responsible for monitoring the SAM website for changes to the announcement. INFORMATION ABOUT THE PROJECT:

This Request for Proposal (RFP) outlines the parameters for a design-build project for construction of a medical storage facility in N’Djamena, Chad.The project includes the following general items of work, detailed requirements are contained elsewhere in the Statement of Work:

a. Demolish existing warehouse facility. Existing facility size is 20.00 x 13.00 meter (260.00 m2).

b. Remove existing flagpole in front of the existing warehouse.

c. Clear, grub, and grade the site.

d. Design and construct (1) new pre-manufactured warehouse facility.

e. Provide a concrete access ramp

f. Provide concrete loading/unloading dock with steps

g. Design and construct complete PV power system.

h. Provide and install adequate cooling systems to the facility.

i. Design and construct adequate climate control to maintain internal facility temperature no greater than 27-degree-C.

PROJECT LOCATION:

See Project Location Map provided as a solicitation attachment. This project is located in N’Djamena, Chad. The coordinates are Latitude 12°5'57.49"N, Longitude 15°3'11.86"E.

PRE-PROPOSAL SITE VISIT:

The Government has scheduled a site visit for 25 April 2025 at 0900 hours Local Time. Offerors must pre-register their attendees no later than 21 April 2025. To Pre-Register, complete the site visit attendee information sheet (attachment 16) and submit it via email to kelsey.j.lahue@usace.army.mil, and Sterling.J.Alphonse@usace.army.mil. IMPORTANT: Any individuals planning to attend must register in advance with all information provided in the site visit attachment to be permitted access to the sites—please use the attendee information sheet attached to the RFP. Also, space may be limited, and as a result, the number of attendees per company may be limited. Site visit location is the city of N’Djamena, Chad.; Latitude 12°5'57.49"N, Longitude 15°3'11.86"E. Site visit attendance is not mandatory to submit a proposal.

HOW TO RESPOND TO THIS ANNOUNCEMENT:

Proposals must be prepared and submitted according to the instructions within the contract solicitation (plus amendments). Full instructions on how to submit a proposal are within the contract solicitation (plus amendments). Please follow the instructions carefully. Please be sure to submit your proposal no later than the time and date specified in the solicitation (plus amendments). Interested offerors must submit a non-price proposal for evaluation in addition to a price proposal to be considered for contract award.
