SECTION 1 - INTRODUCTION
1.1 Background Information
This RFB is designed to provide Bidders with the information necessary for the preparation of
competitive Bids. The RFB process is for the Lead Agency's and Participating Agencies' benefit and
is intended to provide the Lead Agency with competitive information to assist in the selection
process. It is not intended to be comprehensive. Each Bidder is responsible for determining all
factors necessary for submission of a comprehensive Bid.
The Iowa Department of Administrative Services (DAS) is soliciting bids to provide welding services
to refit Building 20 at the Mount Pleasant Correctional Facility (MPCF) with new automated valves
to heat the MLO Building (which houses around 100-150 minimum incarcerated individuals).
MPCF is located at 1200 E Washington St., Mt Pleasant, IA. 52641. The facility spans approximately
152 acres and is a minimum-security facility focused on re-entry, cognitive-behavioral
programming, and community integration.
1.2 Contract Term
Commencement of the Work of the Contract shall be the day of receipt by the selected
Contractor of the fully executed contract. Completion of the Work of the contract shall follow
Agency acceptance of testing and commissioning of the valves and the invoicing package has
been delivered.
1.3 Site Visit
A site visit will be conducted for this solicitation. The meeting location(s), date(s), time(s), and
directions are provided below.
While the site visit is not mandatory, it is highly encouraged.

Section 2 - Scope of Work - Steam Valve and Piping Rework Project
All items listed in this Section are Bid Specifications. A successful Bidder must be able to satisfy all these
specifications to be deemed a Responsible Bidder.
2. Dormitory Basement
The Contractor shall provide the following:
2.1. General Requirements
The Contractor shall provide all supervision, labor, materials, tools, equipment, and
transportation necessary to complete the rework of steam reducing valves, associated piping,
and actuated valves located in the basement of the dormitory. All work shall comply with
applicable codes, standards, and the Owner's requirements.
The Contractor shall verify all dimensions and field conditions prior to initiating work. Any
discrepancies shall be reported to the Owner before proceeding.
2.2. Demolition and Removal
Remove all existing steam pressure-reducing valves (PRVs), associated piping, fittings,
actuated valves, and related components.
Dispose of all removed materials in accordance with local, state, and federal regulations.
Protect existing adjacent systems and structures from damage during demolition.
2.3. Installation of New Steam PRV Station
Construct a new steam PRV station along the designated wall as shown in the Siemens
drawing provided by the Owner. The Contractor shall reference the specific drawing number
and revision.
Provide all supports, brackets, anchors, and accessories required for a code-compliant
installation.
2.4. Steam Header Fabrication
Fabricate and install a new 4-inch steam header. Weld six (6) 2-inch threaded outlets (thread-
o-lets) into the header, providing connection points for six (6) new 2-inch steam actuated
valves. Ensure all welds meet applicable welding codes and standards. Testing certificates shall
be provided upon request.
2.5. Relief Piping Installation
Install a new 4-inch steam relief line routed to the building exterior.
Create wall penetrations as required, including coring or drilling.
Seal the penetration to maintain building envelope integrity, including weatherproofing, fire
rating, and insulation as applicable.

2.6. Valve Installation and Maintenance Provisions
Install unions and isolation valves on both the inlet and outlet sides of each reducing valve and
automatic valve. Ensure valves are installed in accessible locations to allow for future
maintenance and inspection.
2.7. Piping Supports
Support all new piping from the ceiling using appropriately rated hangers and support
systems. Ensure supports comply with mechanical codes, manufacturer requirements, and
Owner standards.
2.8. Water Heater Steam Tie-In
Tie the water heater into both the high-pressure and low-pressure steam systems.
Install new isolation valves on each connection.
Rework piping as needed to establish a clean, functional, and code-compliant layout.
2.9. Steam Backfeed Re-Integration
Reincorporate the existing steam backfeed piping as currently configured unless otherwise
noted by the Owner. Ensure compatibility with the new PRV station and steam header layout.
2.10. Testing and Commissioning
Perform pressure testing, leak testing, and operational testing of all new steam piping, valves,
and components. Coordinate with Siemens or the facility's controls vendor for integration and
functionality checks of all actuated valves. Demonstrate proper steam pressure reduction,
valve operation, relief line function, and system performance to the Owner.
2.11. Documentation and Close-Out Requirements
The Contractor shall provide:
As-built drawings reflecting all final piping and valve configurations.
Manufacturer data sheets and O&M manuals for all newly installed valves, actuators, and
components. A written commissioning report documenting all tests performed and results
obtained. A clean and orderly work area upon completion, including removal of debris and
restoration of any affected surfaces.
2.12. Warranty
Bidders shall warranty all work performed under this contract award for a period of one (1)
year from service. If during that one (1) year period of warranty, any part installed under the
contract fails or does not function properly due to any fault in material or workmanship, the
Bidder shall, under notice from the Agency representative, promptly proceed to repair or
replace the faulty item without the Agency incurring any additional expense. If the Bidder fails
to repair or replace the faulty item within a reasonable time after notice, the Agency may hire
another vendor to repair or replace the faulty item and charge the cost to the Bidder.
