The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified suppliers for
the Purchase of Water Service Saddles, Couplings, Clamps, and Valves on an Annual Contract with four (4)
renewal options for the Department of Water Resources.
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL#
and Company Name. Bids will be received until 2:50 P.M., September 22, 2026 at the Gwinnett County Financial
Services - Purchasing Division - 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046. Any bid received
after this date and time will not be accepted. Bids will be publicly opened and read at 3:00 P.M. local time. The

conditions, and pricing with the lowest responsive, responsible supplier(s) at its discretion.

GENERAL REQUIREMENTS
I. SCOPE
A. Successful supplier(s) to provide water service saddles, couplings, clamps, valves meter parts, and fittings as
required by the Gwinnett County Department of Water Resources during the contract period. Quantities are
approximate and will be ordered on an "as needed" basis.
B. All bid prices and deliveries will be accepted and awarded by the Gwinnett County Board of Commissioners as
submitted.
C. Gwinnett County Department of Water Resources requests all deliveries have a maximum turnaround of (30)
thirty days. Please state the earliest guaranteed delivery time in the Delivery Time A.R.O column by each item.
D. Delivery will be FOB Destination, freight pre-paid and allowed to:

No freight will be paid for by Gwinnett County. Unit price should include ALL charges, including but not limited
to delivery. Gwinnett County may, in emergency type situations, choose to pick up materials from the successful
supplier(s). Gwinnett County will not guarantee minimum or truckload quantities.
E. Gwinnett County is exempt from Federal Excise Tax and Georgia Sales Tax. Suppliers and contractors are
responsible for sales tax and should contact the State of Georgia sales tax division for additional information.
F. It will be the sole responsibility of the successful supplier to make all deliveries on the scheduled time based on
the supplier's delivery time specified in the bid.
G. Any problem with supplier's manufacturer will be cause for supplier to obtain the goods and services from
another company and make delivery to Gwinnett County as quoted in bid.
H. All late deliveries by the successful supplier may be subject to a late penalty charge, per the attached General
Instructions for Vendors, Terms and Conditions.
I. Any change that may be required to this bid should be stated in writing as an addendum to the bid and prior to
the bid opening.
J. All materials should meet AWWA specifications.
K. Gwinnett County reserves the right to request samples of items bid prior to award at no cost to the County.
L. On any item(s) bid, failure of supplier to provide all information as requested on the bid schedule (i.e.
manufacturer name, manufacturer number, O.D. range and delivery) may result in rejection of bid.
M. All the 4" and above tapping valves should have Mechanical Joint x Flange connections.
N. All products should conform to U.S.A. Public Law 111-380 that The Safe Drinking Water Act (SDWA) definition of
lead-free should meet the revised weight average Lead content <0.25% for wetted surfaces.
O. All products should meet the requirements of UNS Copper Alloy C78722 per ASTM B584-09A. UNS Copper Alloy
C89833 mechanical properties and chemical composition have been certified by an independent testing agency
and are listed in ASTM specification B584-09A Copper Alloy Sand Casting for General Applications
(compositions and mechanical properties).

P. All products bid for Gwinnett County should comply with these Laws and Regulations and the supplier(s)
submitting bids should provide proof of compliance with their bid submittal. Proof of compliance should be
provided by the supplier before award is made. Failure to provide this documentation may result in bid being
deemed non-responsive and automatic rejection.
Q. Brand names are not for restrictive purposes, but to establish an acceptable level of quality. If bidding an
equivalent, state manufacturer brand name and part number. Product brochures/specifications should be
submitted with bid.
R. Unit prices should not exceed 2 decimal points and should include freight charges.
S. Any water service saddle bid that does not meet or exceed the required minimum O.D. stated above will not be
accepted.
II. SPECIFICATIONS
A. Service saddles
1. Band to be constructed of type 304 stainless steel.
2. Lugs should be high strength ductile iron ASTM A-536 resistant paint.
3. Bolts should be high strength and fluoropolymer coated to prevent galling.
4. Gasket should be rubber suitable for long shelf life and potable water service; gridded and tapered and
overlapped.
B. Service saddle (double and triple strap)
1. All sizes should be Romac Industries 202NS or approved equivalent.
2. To be CC threads.
3. Body - ductile iron ASTM -A 536 with corrosion resistant epoxy coating.
4. Gaskets - Grade 30 rubber compounded for water service, cemented/bonded to body with gasket cavity.
Should provide positive hydro-mechanical seal.
5. Straps
a. Stainless steel bands with passivated welds, bolt or nut threads should be fluoropolymer coated to
prevent galling on pipe sizes 3"-10".
b. Straps for 1 12", 2" and 12" - 36" can be steel alloy corrosion resistant "U-bolt" design.
c. Spring washers on all PVC saddles (due to thermal expansion).
C. Transition couplings
1. All sizes should be Romac Industries or approved equivalent
2. Mid-ring - ductile iron ASTM - A 536 inside taper for gasket seat min. 14" long.
3. End rings - ductile iron ASTM - A 536.
4. Gaskets - grade 30 rubber compounded for long shelf life and potable water services.
5. Bolts and nuts - high strength, low alloy steel, should meet AWWA C-219, ANSI-A 21.11.
D. Fittings for service line use
1. All items in this bid should meet or exceed AWWA standard C 800.
2. All compression fittings will incorporate a stainless steel or silicone bronze band or ring to grip the pipe.
3. All curb stops to be ball valves.
4. All size compression nut threads and compression fitting threads should comply with tables listed below.

stainless steel bolts and nuts. Nuts are fluoropolymer coated to prevent galling.
FINISH Shopcoat enamel.

F. FULL CIRCLE REPAIR CLAMPS
1. SHELLS: Constructed of Stainless Steel per ASTM A 240, Type 304
2. LUGS: Constructed of Ductile Iron per ASTM A 536, Grade 65-45-12; High strength ductile iron alloy
lugs with mutually supporting sliding fingers.
3. BOLT, WASHERS AND NUTS: Track head, 5/8" UNC Rolled Thread, High Strength, Low Alloy, Corrosion
Resistant Steel per AWWA 111-18; Drop in self-securing bolts.
4. GASKETS: Virgin SBR per ASTM D 2000 MAA 610, compounded for water and sewer service; bridge
plate flush mounted and bonded to the gasket.
5. ALL REPAIR CLAMP GASKETS SHOULD BE TEXAS TAIL
