1. Timeline & Submission Instructions

Release Date: May 28, 2026

Site Visit: Qualiﬁed bidders must schedule an onsite visit with the Maintenance Director - Mike Van Meel

within June 1, & June 10, 2026. Please email to mvanmeel@greenlakecountywi.gov or call 920-229-5119.

RFB Clariﬁcation Questions Due: Wednesday, June 10, 2026, at 3pm CT (All clariﬁcation questions

must be submitted via email to Mike Van Meel by the stated deadline. Responses will be shared with all

proposers)

Proposal Due Date: Friday, June 12, 2026, at 12:00 noon CT. Submissions should include a single,

searchable PDF ﬁle listing all proposed equipment and a Payment Schedule. Green Lake County Board &

Staff will review proposals after bids are received. Selected vendor will be notiﬁed following the June 16,

2026, County Board Meeting, after which contracts will be ﬁnalized. Submitting a proposal does not

oblige Green Lake County to award a contract.

2. Introduction and Background

Green Lake County is committed to utilizing sustainable practices when feasible and practical. The

Justice Center is designed with a full-scale Geothermal heating/cooling system, sustainable and

environmentally friendly construction practices, and has been LEED Silver certiﬁed.

As a part of the next phase the County is seeking proposals to:

• Supply and install a new ground mount solar PV system considering Alliant Energy’s net

metering structure for systems greater than 500kw.

This project will reduce long-term operation costs while visibly demonstrating the Counties’ commitment

to sustainability.

Green Lake County is eligible to receive a 30% Investment Tax Credit (ITC) and is also eligible to apply for

the OEI EIGP grant. This grant requires regulation speciﬁcs, plus Wisconsin’s Focus on Energy Incentive.

The selected supplier will support the County in understanding applicable guidance from the U.S.

Department of the Treasury and in identifying opportunities to leverage available incentives.

The County anticipates contract approval following the June 16, 2026, County Board Meeting, with

construction expected to begin in Q2 2027.

3. RFB Process & Evaluation Criteria

Proposals will be evaluated by Green Lake County Administration Board and staff. The County seeks to

maximize the value of its current budget and will select the lowest responsible bidder based on overall

project value, including cost, system performance, and long-term reliability.

Proposals will be evaluated on:

• Total project cost and Schedule of Values

• Vendors with 10 years or greater PV solar installation experience

• Levelized cost per kWh over 30 years (based on LSC assumptions)

• Technical approach, equipment selection meeting EIGP Grant requirements, & warranties

• Installer experience with Alliant Energy and NABCEP certiﬁed employees’

• Project timeline and coordination approach

• Clarity, completeness, and responsiveness of the proposal

4. Site Background & Utility Information

Green Lake County Justice Center

Located at 571 County Road A, Green Lake, WI. The Center was constructed in 2009, and phase II was

completed in 2010. It is served by 3000A electrical switchboard from Alliant Energy (480y/277v, 3-phase,

4-wire) with underground service entering at the Southwest corner from a 1500 kVA transformer. A

backup Kohler Generator (500kVA) is in the same corner and supplies power to some major systems,

security, lighting, and emergency. The building uses an average of 4,400 kwh daily or 1,500,000 kwh

annually. We are looking for a solar system capable of offsetting approximately 50% of the Justice

Centers’ Electric Usage.

5. System Speciﬁcations & Scope of Work

Green Lake County is looking for installers that can submit a comprehensive project proposal. They

will be responsible for providing a complete, turnkey photovoltaic system, using Foreign Entities of

Concern (FEOC) compliant equipment that is also eligible for Office of Energy Innovation (OEI)

Energy Innovation Grant Program (EIGP) Round 6. Including all design, engineering, permitting,

procurement, installation, and commissioning services.

Equipment & System Design

Proposals should include thoughtful equipment selection, and systems should have all necessary

components, including modules, inverters, racking, electrical & balance of systems, engineering &

permitting, construction & labor and critter guard.

Monitoring Display

Proposals should include a recommended display screen capable of presenting real-time system data

including energy production and environmental beneﬁts. Installers should identify the scope of services

they will provide related to the display, including procurement, installation, programming, and

coordination with our current Delta Controls monitoring platform. To the extent these services are

included, the installers will coordinate with the County to ensure the display can reliably present

monitoring data and operate during speciﬁc hours.

Installers Responsibilities

• Adhere to all applicable local, state, and national codes and regulations

• Facilitate interconnection with Alliant Energy systems

• Protect all building surfaces and grounds during installation

• Provide a workmanship warranty covering installation quality

• Complete the project in a timely manner considering all factors

• If GLC fails to qualify for available grants and chooses to postpone or cancel this Solar Project,

please include your company's policy regarding a refund of our down payment.

6. Required Proposal Documentation

System Description: Proposed DC and AC system size and description of overall system design and

conﬁguration

Equipment Speciﬁcations

• Module make and model

• Inverter make and model, including warranty and available extensions

• Racking system makes and model

Energy Production: Estimated annual & monthly energy production (kWh) and summary of assumption

& data sources used

Cost Proposal: Total turnkey cost, including permitting, engineering, procurement, installation,

commissioning, incentive support including all available grants

Financial Analysis: Estimated annual and lifetime saving and assumptions for utility rate escalation and

system degradation

Project Terms: Proposed payment schedule and at least two references from prior solar PV projects

Foreign Entities of Concern (FEOC): Documentation demonstrating compliance with Foreign Entities of

Concern (FEOC) requirements for IRA Elective pay eligibility, including company and third-party

veriﬁcation

7. Narrative Summary & Proposer Questions

Proposers should provide a brief narrative summary describing their quotes, including explanations of

any items or assumptions not otherwise detailed in the submitted proposal.

As a part of the summary, please answer the following questions:

• How does your company ensure consistent and effective communication with the customer

throughout the project?

• What is the typical timeline for a project of this scope, and what do you anticipate for this project?

• Do you provide ongoing operations and maintenance services? If so, what is included & duration?

• How do you handle change orders or unexpected conditions during installation?

8. Contracting and Insurance Requirements

If chosen, Green Lake County will require evidence of insurance requirements bonding of $1,000,000
