Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Water Treatment & Controls Technology, Inc., for ongoing and as-needed purchases of Wallace & Teirnan and Evoqua brand multifunctional controllers, Depolox analyzers, parts, and related services for the Water Resources Department for five (5)-years at an estimated cost of $611,692.29. The controllers and analyzers are established equipment used to analyze and monitor water quality at remote potable water nodes as part of the Countywide Potable Water Quality Monitoring Project. The parts, goods, and services are required to replace, install, and/or repair in-kind equipment in order to keep facilities running, automated, and in compliance with Florida Department of Environmental Protection and U.S. Environmental Protection Agency requirements. Being unable to purchase parts from this vendor could result in potential fines and negative impact on the citizens of Hillsborough County by putting their health and wellbeing at risk. This procurement is being made in accordance with Section 3-205(2)(e) of the County’s Procurement Policy as Water Treatment & Controls Technology, Inc., is the exclusive manufacturer’s representative for Wallace & Teirnan and Evoqua equipment service and sales of aftermarket parts to municipal customers. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified propriety parts, goods and services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
