Summary
The Ohio Department of Public Safety / Facility Management (ODPS) is undertaking a multi-phase carpet replacement initiative across designated floors within the facility. The purpose of this solicitation is to remove existing carpeting and wall base materials, prepare, and install new carpet tile flooring and wall base throughout designated areas in the ODPS Shipley Building in accordance with manufacturer specifications and ODPS facility standards

Bidders must submit PDF Quote (including completed Cost Summary Table found on contract draft) and Bid Bond with their bid. Attendance at the Mandatory Site Visit is required.

Bidders are responsible for reviewing all attached solicitation documents.

INVITATION TO BID INSTRUCTIONS
Instructions, Terms and Conditions for Bidding (revised 01/29/26, attached) apply to this solicitation.

STANDARD TERMS AND CONDITIONS
The State of Ohio Standard Terms and Conditions (revised 03/31/25, attached)  apply to this solicitation and will govern any resulting Contract.

BRAND NAME OR APPROVED EQUAL SPECIFICATIONS: The products in this solicitation are being bid as BRAND NAME OR APPROVED EQUAL. For items designated “Brand Name or Approved Equal,” bidders offering alternate items must provide detailed written justification in their bid for each alternate item offered on how the item offered is equal to the item specified. Based on the written justification provided, the State will determine if the item offered is equal to the brand name item named and if to issue an “approved” determination for the item. The decision of the State in this regard shall be final.

EVALUATION: Bids will be evaluated in accordance with ORC 125.07. In addition, the state will multiply the bid prices by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. EDGE Participation is required. PDF Quote (including a completed Cost Summary Table from contract draft document*), Bid Guaranty, must be included in bid. Failure to quote all items, provide required materials, or attend Mandatory Site Visit may deem the quote non-responsive . The State will not be responsible for any costs not otherwise specified. Inquiries must be submitted via the OhioBuys Inquiry Field.

*Refer to solicitation documents to locate Cost Summary Table from Contract Sample/Draft Document. The Cost Summary is on Page 13 and must be completed and supplied with the formal PDF Quote.

CONTRACT AWARD: The contract will be awarded to the lowest responsive bidder by low lot total. The low lot total will be determined by multiplying the unit prices by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

MANDATORY SITE VISIT: A Mandatory Site Visit is required to survey the facility and discuss the requirements of the solicitation. Mandatory Site Visits will be held on Tuesday, April 21 st , 2026 at 10:00 AM , at 1970 W Broad St, Columbus, Ohio, 43223. Bidders should check in at the security desk at the front visitor entrance. The site visit will commence promptly at 10:00 AM, barring an unforeseen circumstance that results in a delay of the site visit. Attendance will be taken. The state will not be responsible to a supplier for their failure to obtain information discussed during the site visit due to their arriving after the site visit has convened. Bidders who fail to attend the Mandatory Site Visit and print their name on the sign-in sheet will be deemed not responsive.

The State cannot ensure attendance at the site visit for Offerors that fail to Pre-Register by the deadline. Should the site visit dates be re-scheduled, it would be unnecessary to repeat your RSVP – you only need to register once.
