Project Description: East Bradford Township, Chester County will receive sealed bids online for the Ravine Road Embankment Stabilization Project. Sealed bids may be submitted and updated online via the PennBid™ Program until 11:00 A.M. local time, Thursday, May 28, 2026. The bids shall be publicly opened and read aloud on May 28, 2026 at 11:30 A.M. local time, at the East Bradford Township Building, 676 Copeland School Road, West Chester, PA 19380. East Bradford Township will award the bid at a public meeting, the time, date and place of which will be announced at the bid opening.
The project includes providing all labor, materials and equipment to complete the construction of the maintenance, repairs, and improvements of a stream embankment, reconstruction of a section of roadway, roadway embankment regrading and stabilization, and extension of the existing storm drainage systems at three sites along Ravine Road in East Bradford Township, PA.
The project is the restoration and armoring of a section stream and roadway embankment with Synthetex Articulating Block Fabric Formed Concrete Lining or approved equal. Any substitutions must be submitted in accordance with Instructions to Bidders, Article 11, Substitutions And “Or Equal” Items. for review and approval 15 days prior to the bid submission deadline. Substitution submissions must be complete with plans and design specifications. The project also includes the restoration of a collapsed section of roadway, removal and reinstallation of salvaged guiderail, providing and installing any additional new guiderail as needed to match the existing guiderail location. The project includes providing and installing additional inlets, piping, an endwall, a flared end section, and rip-rap outlet protection at the discharge locations to stream channel, roadway embankment repairs, regrading and stabilization with permanent erosion control matting. The project also includes construction of concrete curb and the milling and overlay of roadway at work area. The project also includes restoration of all areas disturbed during the construction of the project, and any and all work as shown on plans titled, Ravine Road Embankment Restoration, prepared by Gilmore and Associates, Inc, last revised August 26, 2025.

There will be a mandatory Pre-Bid Meeting at the Township Building on May 7th at 11:00 AM.
The project is subject to prevailing wage. Prevailing wage project rates issued by the Pennsylvania Department of Labor and Industry shall be required.
The project is subject to the Pennsylvania Right-to-Know Law, 65 P.S. Sections 67.101-3104, the Steel Products Procurement Act, 73 P.S. Section 1881 et seq., the Trade Practices Act of July 23, 1968, P.L. 686 (71 P.S. Section 773.101 et seq.), and the Public Works Employment Verification Act (71 P.S. Section 656.1 et seq.).
The project is being financed in whole, or in part, by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.
Bid security shall be submitted with each bid in the form of a certified check or bid bond in a form acceptable to the Township made payable to the Township in the amount of ten percent (10%) of the total bid amount. The selected bidder shall be required to provide a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract amount in a form acceptable to the Township. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. East Bradford Township reserves the right to reject any and/or all bids on any basis whatsoever, to eliminate any item or items from the contract, to waive any informality in the bids, and to accept a bid which is in the Township’s judgment in the Township’s best interests, as permitted by law.
