This synopsis is provisional and for a pre-solicitation notification only. Issuance of this provisional synopsis does not guarantee that a solicitation will be issued. The General Services Administration (GSA), Public Buildings Service (PBS), Great Lakes Region (Region 5), may issue a solicitation for the Elevator Modernization Project at the Gerald R. Ford Federal Building & US Courthouse, 110 Michigan Street, NW, Grand Rapids, Michigan. This project includes, but is not limited to the following work:
The intent of this project is to renovate three existing passenger elevators and one service elevator. The contractor will furnish demolition operations as required to complete the project. They shall remove existing hoisting machines, elevator controls and equipment, lighting, electrical and mechanical equipment. During construction, all egress corridors shall remain clear, with sprinkler protection, lighting, exit signage, and door operation as required by Code or the Authority Having Jurisdiction.
New work shall include new gearless elevator machines, control panels, variable voltage variable frequency solid state motor drives, new counterweight roller guides, new hall push button stations and signal fixtures, new braille entrance jamb plates, new sump pumps, new mechanical and electrical equipment, new LED lighting, new elevator cab interiors and finishes, and new finishes in the elevator pit, hoist way and machine room.
Fire Alarm System modifications shall include new connections to the new elevator panel. New notification devices are to be provided in the elevator hoist way and machine room. Fire Sprinkler System modifications shall include the removal of the fire suppression system from the elevator pit, hoist way and machine room as indicated in the contract documents. The Contractor shall be required to submit all samples requiring color selection under a single package and comply with all other submission requirements as contractually required.
The Government intends to set aside this procurement for all Small Business concerns. The estimated price range for all work is between $3,500,000 and $4,500,000. The NAICS code is 238290 (Other Building Equipment Contractors) with a small business size standard of $22 million. This is a negotiated procurement; therefore, a public bid opening will not be held. The solicitation will be available on or about April 9, 2025. Please refer to the solicitation for final details.
The solicitation cited above can only be obtained by accessing a secure website known as SAM.gov. SAM.gov is a secure website designed to safeguard Controlled Unclassified Information (CUI) acquisition information. SAM.gov is fully integrated with other electronic Government initiatives and is available for use by all Federal agencies. Registration in SAM.gov is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registered in these systems will be ineligible to download the solicitation and ineligible for an award.
The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. A pre-proposal conference and site-visit will be held in Grand Rapids, MI approximately one to two weeks after the solicitation is issued. A link to the Pre-Proposal Conference Registration Form will be included in the solicitation posting, and anyone interested in attending the pre-proposal conference shall complete the form and submit it no later than three business days prior to the pre-proposal conference.
