Request For Proposals for Master Planning Services for the Development of Ingleside Preserve

The City of North Charleston is seeking a qualified multidisciplinary consultant team to prepare a comprehensive Master Plan for Ingleside Preserve, a 440+ acre site of exceptional historic, cultural, and ecological significance located across multiple parcels in North Charleston, South Carolina. The project area includes 2970 Ingleside Plantation Road, 2947 Ingleside Boulevard, and associated parcels identified by TMS #393-00-00-497, TMS #393-00-00-496, TMS #393-00-00-137, TMS #393-00-00-495, TMS #393-00-00-494, and TMS #393-00-00-493.

The City views this effort as both a master planning initiative and a foundational framework for what is anticipated to become North Charleston’s largest public park. The selected consultant team shall provide a coordinated, multidisciplinary approach that integrates architecture, planning, landscape architecture, engineering, historic preservation, ecological analysis, and public engagement into a cohesive long-range vision.

Ingleside Preserve presents a unique opportunity and responsibility. The site must be planned as a future public destination while simultaneously preserving sensitive environmental systems, protecting historically significant resources, and interpreting the site's cultural and historical narratives in a manner that is accurate, meaningful, and inclusive. The size and complexity of the property require a planning process that is technically sound, publicly informed, and practical to implement over time.

The Master Plan shall establish a long-term framework for conservation, stewardship, public access, circulation, interpretation, recreation, and phased development. The planning approach should balance civic investment and public use opportunities with environmental preservation and long-term operational sustainability. Recommendations should guide not only the physical organization and development of the site, but also future visitor experiences, implementation priorities, capital investment strategies, and long-term maintenance considerations.

The City expects the selected consultant team to employ a collaborative and integrated planning process that aligns land use planning, site design, historic preservation, environmental analysis, and stakeholder engagement from the outset. Public and stakeholder participation will serve as a critical component in shaping the long-term vision for the site and ensuring that the resulting plan reflects community values and priorities.

The completed Master Plan should provide the City with a clear, actionable, and phased roadmap for transforming Ingleside Preserve into a regionally significant public landscape that preserves its historical character, protects its environmental resources, enhances public access and educational opportunities, and serves residents and visitors for generations to come.
