District Improvement Financing (DIF)

INVITATION:

The Town of Weymouth (Town), acting through its Chief Procurement Officer (CPO), invites sealed proposals from qualified consultants or consultant teams to evaluate potential District Improvement Financing (DIF) districts and advise the Town on whether, where, and how to advance one or more districts. The selected consultant will provide financial, economic-development, real-estate, infrastructure, planning, public-private partnership, grant, and implementation support.

This is a request for proposals under M.G.L. c. 30B, § 6. Technical and price proposals must be submitted separately. The Town will evaluate technical proposals without knowledge of price, rank responsive proposals using the published criteria, and then determine the most advantageous proposal, taking into consideration price and the stated evaluation criteria. Award, if any, will be made by the Town through the CPO and Town Administration to a responsive and responsible offeror.

The Request for Proposal (RFP) will be available beginning on Monday, September 28, 2026 and may be requested electronically at Email during business hours 8:30AM – 4:30PM, Monday through Friday.
