INVITATION FOR BIDS
The Lackawanna County Commissioners will receive sealed bids at the Controller’s Office in the Lackawanna
County Government Center at the Globe, 123 Wyoming Avenue, 2nd Floor, Scranton, PA 18503 until 11:00 am,
March 12th, 2026.
Bids shall be sent to the Lackawanna County Controllers Office by courier (FedEx, UPS, etc.). Alternatively, those
contractors wishing to drop off bids may do so by contacting the Lackawanna County Controller’s office upon arrival.
Bids will be officially opened and read aloud at a Public Bid Opening to be held at 2:30 pm the same day in the Lackawanna
County Government Center at the Globe, 123 Wyoming Ave., 5th-floor conference room, Scranton, PA.
Bids are Invited for the following Community Development Block Grant Project(s):
Dickson City Borough Mary Street Sidewalk Improvements, as designed by KBA Engineering, 25 Washington
Ave, Jermyn, PA 18433. A mandatory pre-bid conference will be held on Thursday February 26th, 2026, at 10:00
am. The Pre-Bid Conference will be held via conference call. For information as to how to join the conference
call, please contact Community Development Manager Joe Rovinsky- Rovinskyj@lackawannacounty.org,
570-963-6830 Ext: 1374. Any bidder failing to attend the Pre-Bid Conference call will be disqualified from bidding
on the project. The project will consist of new concrete curbs and walk along both sides of Mary Street from Main
Street to Hamilton Street. New handicap ramps will be installed at intersections.
Contract Documents for all projects may be examined and/or obtained by appointment at the Lackawanna County
Government Center at the Globe, Department of Economic Development 123 Wyoming Ave., 5th Floor, Scranton,
PA 18503, 570-963-6830 Ext: 1374 for the non-refundable fee of $50.00 each. Checks must be made payable to

Each bid shall be accompanied by a bid bond or certified cashier’s check, in favor of Lackawanna County, in an amount not
less than ten percent (10%). Bidders must submit with their bids all forms listed in the Attachments to Plans and
Specifications. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents
contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for
minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and
related matters. Bidders who have been contacted and to whom commitments have been made must submit documentary
evidence of minority and women business enterprises and Section 3 business concerns. Documentation of such solicitations
and commitments shall be submitted concurrently with the bid.
Lackawanna County reserves the right to reject any or all bids or to waive any informalities in the bidding. No bid may be
withdrawn for a period of 60 days.
