Bidding Requirements & Specifications
2026 U.S. HIGHWAY 169 RIGHT-OF-WAY MOWING
(66th STREET NORTH to 126th STREET NORTH, EAST & WEST SIDES)
BID REQUIREMENTS:
• Any contractor wishing to bid on the U.S. Highway 169 mowing must contact the Public
Works Department – Shane Wells at (918) 272-4959 to meet for a site visit and/or discuss
mowing boundaries before submitting a bid.
• Contractor is required to carry a minimum of $1,000,000.00 in liability insurance coverage
and provide a copy of their Certificate of Insurance showing the amount of coverage and
the term of the policy.
• Contractor shall have the necessary equipment to perform the work and must submit an
equipment list with the bid submittal. At a minimum, the required information shall
designate equipment size, make, model, and cutting width. All contractor equipment and
vehicles must meet all federal and state laws for use while in the street-highway rights-of-
way.
• Bids will be received until 10:00 A.M. on Friday, February 27, 2026.
• Bids can be emailed to Krystal Amberg at kamberg@cityofowasso.com or delivered to 200
South Main Street, Owasso, Oklahoma 74055, Attn: Public Works Division.
• Mark the envelope “US 169 Right of Way Mowing Bid”.
• Submit a minimum of three (3) references related to similar mowing projects.
• The City reserves the right to reject any bids. All bids will be considered irrevocable offers
under conditions specific for a period of thirty (30) calendar days from the bid submittal
deadline.
SPECIFICATIONS and GENERAL CONDITIONS:
1. The contractor is required to provide traffic control signs for all work on or affecting the street-
highway rights-of-way. Traffic control shall conform to the most recent version of the Manual
of Uniform Traffic Control Devices. All associated costs for traffic control shall be included in
the bid price. All contractor employees must wear ANSI 107 class 3 safety vests while in the
street-highway right-of-way.
2. All contractor equipment and vehicles must meet all federal and state laws for use while in
the street-highway rights-of-way.
3. The mowing will begin April 13, 2026, and continue through October 15, 2026. Right-of-Way
areas to be mowed up to six (6) times per growing season. Additional mowing may be required
after October 15, 2026, depending upon the actual growing season, and will be at the sole
discretion of the City. The contractor may need to adjust their mowing schedule based on
any work being done by the Oklahoma Department of Transportation.
4. Upon a seven (7) day advance notification by the City, the contractor will be required to
begin work within 24 hours of the designated start date, and to complete all work within the
next five (5) calendar days, excluding ozone and inclement weather days.
5. Work hours shall be at the discretion of the contractor provided the operation does not
interfere with normal traffic or disrupt the public peace. Interference with the public shall be
kept to a minimum.
6. The contractor will mow the entire area (see map) to within four (4) inches of all structures,
overpasses, underpasses, fences, fence corners, drainage structures, public signs, planting
areas, and trees. (No turf will be scalped.)
7. Litter, sticks, limbs, and all other forms of debris shall be picked up before and after mowing as
needed and disposed of according to law. Large amounts of illegally dumped materials will
be removed by the City. Any aforementioned debris that has been mowed over must be
removed.
8. Work performed shall be conducted in such a manner that all wildflower areas, plants,
beddings, and white fences are protected at all times. Landscaping damaged, destroyed,
or removed during the performance of mowing work must be reported immediately and
repaired, replaced, and/or restored within 72 hours at the contractor’s cost. Contractor
acknowledges that trees or other improvements may be placed upon one or more sites and
that these improvements may require additional work upon said sites. Contractor will maintain
those sites to these specifications at no additional compensation.
9. Grass shall be no more than three (3) inches in height after mowing.
10. Mowing shall not be done on Ozone Alert Days.
11. The contractor will notify the Public Works Department (by telephone, email or facsimile) as to
when work will begin and upon completion of work. City personnel will inspect the work and
notify the contractor within 24 hours, excluding weekends and holidays, of any deficiencies.
Deficiencies must be corrected within 48 hours. The contractor will invoice the City when all
work has been completed, inspected and approved. The City will process payment upon
receipt of an invoice and the inspector’s report.
12. The City may schedule a pre-work conference after the Notice of Award and before the
commencement of any work.
13. The contractor awarded the U.S. Highway 169 Right-of-Way Mowing bid in 2026 may be given
the option of mowing the same property during the 2027, 2028, & 2029 mowing seasons at the
2026 bid price. The contractor will be contacted by the City and will be required to execute
a new contract to mow the property in 2027, 2028 & 2029.

CONTRACT FOR SERVICES
2026 U.S. HIGHWAY 169 RIGHT-OF-WAY MOWING
THIS AGREEMENT is dated as of the ______ day of ______________, 2026, by and between
________________________________________ (hereinafter called OWNER) and
________________________________________ (hereinafter called CONTRACTOR).
OWNER and CONTRACTOR, in consideration of the mutual covenants hereinafter set
forth, agree as follows:
SECTION ONE - RELATIONSHIP OF PARTIES
The parties intend that an independent contractor relationship be established by this
Contract. Contractor is not to be considered as an agent or employee of City for any
purpose, nor is Contractor entitled to any of the benefits.
SECTION TWO - DESCRIPTION OF WORK
The City hereby contracts with Contractor for the mowing of city property, more
particularly, U.S. Highway 169 Right-of-Way – 66th Street North to 126th Street North, east &
west sides (see “location map” in Bid Document). Such work to be accomplished
through the 2026 growing season with mowing cycles determined at the sole discretion
of the City of Owasso and any additional service determined at the sole discretion of the
City of Owasso, performed upon seven (7) days' advanced notification of the City. Work
hours shall be at the discretion of the contractor, provided the operation does not
interfere with normal traffic or disrupt the public peace. There shall be no mowing on
Ozone Alert days. The required duties of the Contractor will be according to the bid
specifications.
The Contractor covenants unto the City that Contractor possesses sufficient equipment
capable of performing the services called for hereunder in a timely manner. It is
understood and agreed that the time of performance, as provided above, is of the
essence and that any delay in performance would be unacceptable and serve as
grounds for early termination of this Contract. Further, it is understood that any time, and
for as many times as City deems appropriate, the City shall have the opportunity to
inspect all work being performed by Contractor, to assure the accuracy thereof for the
benefit of City.
Such sum and/or sums payable on or before thirty (30) days after Contractor's billing. It
is specifically understood that such payment constitutes total compensation hereunder
and that no further compensation shall be provided unto the Contractor. It will be the
responsibility of the Contractor to mow within the specified time schedule; to call for an
inspection of work each time it is completed; and to turn in all invoices due by the last
day of each month for payment to be made following the second City Council meeting
of each month for the preceding month's work.
