The Department of Minnesota IT Services (MNIT), partnering with the Department of Public Safety’s Office of Justice Programs (OJP), intends to renew an agreement up to 24 mos. with Bonditech LLC for continued, uninterrupted use of maintenance & support for the ClaimsAssistant System software (ClaimsAssistant). ClaimsAssistant is used by OJP to perform critical functions for the MN Crime Victims Reparations Program, including reparations claims tracking, search capabilities for answering inquiries, calculation of payments, generation of forms (e.g., law enforcement, medical billing, lost wage, loss of support benefit, explanation of benefit, and payment order), databases (e.g., vendor, restitution contracts, defendants, law enforcement, and attorney), restitution notices and affidavits to attorneys and court administration, track incoming receipts, case notes and summaries, automated statistical reporting, and customer survey database and reports.
MNIT determined that ClaimsAssistant is the only commercially reasonably available commodity product that meets the business’ needs. This is deemed a singles source purchase because ClaimsAssistant was commissioned, designed, and custom-coded in the 1990s specifically to meet the needs of OJP’s Crime Victims Reparations Program. This is a unique tool, not an off-the-shelf product. ClaimsAssistant can only be upgraded, maintained, and repaired by BondiTech LLC, who is distributed and supported by BondiTech LLC and is not available from any third party.
