Summary of Work: The City of McAllen is accepting bids from qualified bidders for the construction of FM2220 (Ware Road) Underground Trail Passing connecting the City of McAllen’s Hike & Bike system with/and amenities that lead to and from the McAllen Convention Center and surrounding mall centers. Project limits are 300 feet North of the Intersection of FM 2220 (Ware Road) and Houston Avenue.

Bid opening : Sealed “Electronic” bids addressed to Isaac J. Tawil, City Manager, City of McAllen, will be received until Thursday, May 21, 2026, at 2:00 p.m. , at which time they shall be publicly opened in a meeting held in McAllen City Hall, 2 ^nd floor, Conference Room 2A. Bid Security: A Bid Security in the form of a Bidder’s Bond from a reliable surety company licensed to operate in the State of Texas, or certified Cashier’s Check payable without recourse to the City of McAllen, for the amount of not less than five percent (5%) of the total bid shall be submitted via a sealed envelope as a guaranty that if awarded the contract, the bidder will enter into a contract with the City of McAllen. The bid security shall be submitted before the bid opening date and time. Failure to submit the bid security shall be grounds for disqualification.

Wage Rates : The proposed project is to be financed with Federal Highway Administration (FHWA) funds thus Davis Bacon and Related Acts apply. Minimum labor rates as established by the Secretary of Labor shall apply and a schedule of labor classification and wage rates to be paid as published in the Federal Register are included to the specifications and will be made a part of the contract.

Pre-Qualification Requirements : All bidders interested in submitting a bid must be prequalified through TXDOT as an approved vendor. Only TxDOT prequalified contractors shall be eligible to submit a bid response. All bidders are referred to the TxDOT’s website for instructions and guidance on how to become a pre-qualified contractor. Additional information is available in the City’s bidding portal.
