The City of New Smyrna Beach is soliciting bids for the construction of a new City-owned Police Boathouse Facility to support marine law enforcement operations, including search and rescue, waterway safety enforcement, and marine emergency services. The facility will enhance the City’s ability to provide timely and effective marine patrol and public safety services within local waterways.
The proposed facility will be located at the southwest corner of the North Causeway AOB site, adjacent to the Indian River North. The project scope of work will entail the construction of a timber dock system with gated access, a covered roof structure, and an integrated boat lift system to accommodate police marine vessels.
Additional work includes the installation of associated utilities, including electrical service with all required components and controls, lighting, and a potable water connection to support facility operations. All construction activities shall be performed in accordance with applicable local, state and federal regulations, codes, and standards.
The project has obtained all required environmental permits from the Florida Department of Environmental Protection (FDEP) and the U.S. Army Corps of Engineers (USACE). Funding for the project is provided by the Florida Inland Navigation District (FIND). Contractors shall comply with all permit conditions and funding requirements throughout the duration of the project.
All required documents shall be completed and submitted through the City's eProcurement Portal.
The city serves an area of 41.6 square miles in size and serves a population of approximately 32,852. It is located off of Florida’s East Coast, in the County of Volusia, just north of Cape Canaveral with easy access to both Interstate 95 and Interstate 4. The City’s fiscal year begins on October 1st and ends on September 30th.
The city was created in 1887 by adoption of its first charter, which was replaced by the present charter through Chapter 224.08, Special Acts of Florida, 1943.
The legislative branch of the city is composed of an elected five-member City Commission consisting of the mayor and four commissioners. The City Commission is governed by the City Charter and by state and local laws and regulations. The City Commission is responsible for the establishment and adoption of policy. The execution of such policy is the responsibility of the Commission-appointed City Manager.
