Opportunity Summary
The Office of Child Welfare Programs (CW) is within the Department of Human Services and is
the state's Child Welfare Agency and is mandated by law with providing safe and suitable
placement for children when they are not able to live in their own homes due to issues of
neglect or abuse. For children who cannot return home after temporary out-of-home care,
DHS has responsibility to plan for permanent care, often in adoptive homes.
The State of Oregon, acting by and through the Department of Human Services, Child Welfare, ("Agency"), is issuing this Request for Applications from qualified Applicants to provide Adoption Services to Prospective Adoptive Parents for children in DHS' custody and control.
Agency expects to award a Contract to every Applicant that submits a responsive, responsible application that meets all the requirements of this RFA. The not-to-exceed amount is $100,000.00 from the execution date of the Contract through December 31, 2024 and is based and paid on a rate for services basis, (see Sample Contract, Attachment A, Exhibit A, Part 2, Payment and Financial Reporting for further details). Agency makes no guarantee of the amount of services that will be provided by any Attorney.
