BACKGROUND
The Land Clearance for Redevelopment Authority of the City of Saint Louis (“LCRA” or
“Authority”) is seeking bids for Demolition Contracting Services at 4322 Aldine Ave, also known as
Marshall School. LCRA is seeking services from a qualified firm St. Louis city certified eligible
demolition contractor to perform comprehensive environmental remediation, hazardous materials
abatement, and demolition work on the one-story, stand-alone, ancillary building. Utilities are not
operational or available onsite.
The services to be provided through this RFB will be funded by The Coronavirus State and Local
Fiscal Recovery Fund allocated to the City of St. Louis by the United States Department of the
Treasury and passed through the City’s Community Development Administration to SLDC. All
Supplementary Conditions in the attached Exhibit H shall be incorporated into any contract or sub-
contact awarded pursuant to this RFB. To the extent any terms in this RFB conflict with the
Supplementary Conditions in Exhibit H, the Supplementary Conditions shall control.

PRE-BID MEETING
A pre-bid meeting will be held for prospective bidders and subcontractors who are encouraged to
attend. Prospective bidders are advised to check the RFB website on the morning of any scheduled
pre-bid meeting to confirm that it hasn’t been changed.
Pre-bid Meeting location: 4322 Aldine – Enter through the gate on Dr. Martin Luther King Dr.
Pre-Bid Meeting:
May 21, 2026 @ 10:30 a.m.
Prospective bidders will be required to sign a liability waiver upon arrival. Hard hats and appropriate
footwear are encouraged.
Please RSVP your interest in attending this pre-bid meeting to ShannonH@stlouis-mo.gov. We will
notify everyone who RSVPs by email if any further instructions or any changes to the schedule are
necessary.
SCOPE OF WORK
The work will be executed in a specific, mandatory four-phase sequence:
Phase 1 (Remediation): All ACM abatement, Household Hazardous Waste (HHW)/Universal
Waste removal, shall be performed from within the buildings.
Phase 2 (Utilities): Disconnect all utilities (gas, sewer, electrical) and cap them incompliance
with local codes.
Phase 3 (Demolition & Removal): Demolition of all buildings, foundations, parking lots,
sidewalks, and removal of all demolished materials from the site.
Phase 4 (Restoration): Backfill, site grading, seeding, strawing, and final site restoration.
Refer to “Exhibit A1: Hazardous Materials Survey” and “Exhibit A2: Specifications” for more
information.
B. Type of Contract:
The project will be constructed under a single prime contract. Utilization of subcontractors is
allowed and encouraged.
SALES TAX EXEMPT
Bidders are advised that, subject to the provisions of Section 144.062 RSMo, purchases of tangible
personal property and materials to be incorporated into or consumed in the construction of this
project are not subject to Missouri sales tax and may be made on a sales tax-exempt basis pursuant
to an Exemption Certificate issued by the Authority. LCRA will provide a tax-exempt certificate.
Said purchases may not be made until a Notice To Proceed is forthcoming from LCRA or their
authorized representative and a Tax-Exempt Certificate has been issued. LCRA will not be liable for
taxes on purchases made by a Contractor or Subcontractor who has not been issued a Tax-Exempt
Certificate.

TAX & LICENSE CLEARANCE
A. City Business License: LCRA will only contract with a Respondent that maintains a valid City of
St. Louis business license, if such a license is required to do business in the City.
B. Payment of City Taxes Required: LCRA will only contract with a Respondent that is current on
all payments due to the City of St. Louis Collector of Revenue. Respondents are expected to be
current on all payments and submission of all required reports. All personal property taxes must be
paid.
C. Authority to Investigate: By responding to this RFB, unless otherwise explicitly stated,
Respondent authorizes LCRA to verify Respondent’s compliance status with the Collector of
Revenue and License Collector.
D. Bidders must be a certified demolition contractor by the Demolition Contractors' Certification
Board of the City of St. Louis. For more information: https://www.stlouis-

if you are not sure about your standing. Funding will not be approved if there are delinquencies with
