Description

The Service Contract Division, C410, Norfolk, Norfolk Naval Shipyard (NNSY), Portsmouth, VA, 23709-5000 is Division is conducting a market survey to determine the availability of Large or Small businesses capable of providing contractor services for Cause Mapping Root Cause Analysis Excel Template Training. No formal solicitation exists for this requirement, though one may be issued in the near future. The purpose of this notice is conducting Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10 that of market research to identify vendors who are capable and would be interested in the above-described requirement.



The Government will use the results of this announcement to determine whether or not to proceed with acquisition as sole source, or if full and open competitive procedures should be utilized.

Request For Information:



Objective: Contractor to perform training in relation to ThinkReliability's Cause Mapping risk analysis assessment Excel template for Norfolk Naval Shipyards Quality Assurance team.




  • The training should include teaching the fundamental principals and concepts of ThinkReliability's Cause Mapping Microsoft Excel template.

  • The training should include examples and exercises which will aid our Quality Advocates to more effectively and efficiently discover the root cause or causes of a problem using ThinkReliability's Cause Mapping Microsoft Excel template.

  • Provide a hands-on instruction and practice in utilizing ThinkReliability's Cause Mapping Microsoft Excel template to produce helpful, visual cause maps.

  • Train Quality Advocates in facilitation and documentation techniques to be used when problem solving.

  • Training should use a shipyard specific problem, identified by class attendees, to learn how to thoroughly investigate a complex problem, identify solutions, and establish problem-solving processes using ThinkReliability's Cause Mapping Microsoft Excel template.



Period of Performance: Date of Award plus 6 months (Q4 2025)




  • Training will be conducted at Norfolk Naval Shipyard

  • Training will be for 30 students.

  • Training is expected to be 3 days.

  • Daily course hours will be 0720-1600.



This is not a notice of solicitation. This RFI does not constitute a RFQ, nor does this issuance restrict the Government’s acquisition approach. All responsible sources may submit a capability statement, catalog, or service specifications which shall be considered by Norfolk Naval Shipyard. The government will consider and analyze all information received; formal responses will not be furnished; however, the information may be utilized in the development of a final specifications/PWS and/or Request for Quotes (RFQ). Responses should be submitted to Norfolk Naval Shipyard Contracting Office – Mr. Devin Edwards – Code 412, via email: devin.m.edwards4.civ@us.navy.mil no later than 1200PM ET on 11 June 2025. No facsimile responses will be accepted. The Government will not reimburse a Contractor for any costs associated with preparing or submitting a response to this notice. Submissions will not be returned.
