NOTICE TO CONTRACTORS
OF CONSTRUCTION BIDS
BIDS TO BE RECEIVED JULY 23, 2026
Sealed bids will be received by the City of Kingsport, at City Hall Conference Room 436,
415 Broad Street, Kingsport, TN 37660 until 4:00 PM Eastern Time, July 23, 2026. The bids
will then be opened publicly and read aloud.

PROJECT DESCRIPTION
The project is located along North Eastman Road from Lincoln Street to SR-1 (US-11W, East
Stone Drive) and along Clinchfield Street from SR-36 (West Center Street) to SR-1 (US-11W,
East Stone Drive). The project involves resurfacing and pavement markings for a total project
length of 2.76 miles.
PROPOSAL CONTRACTS WILL BE ISSUED UNTIL THE TIME SET FOR OPENING BIDS
A Prime Contractor must prequalify with the Department of Transportation in accordance with
Section 54-5-117 of the "Tennessee Code Annotated" and Tennessee Department of
Transportation Rule 1680-5-3 prequalification of contractors before biddable proposals will be
furnished.
The City hereby notifies all bidders that a 0% Disadvantaged Business Enterprise (DBE) goal
has been set for this project and must be met or exceeded.
The City hereby notifies all bidders that it will affirmatively insure that in any contract entered
into pursuant to this advertisement, disadvantaged business enterprises will be afforded full
opportunity to submit bids in response to this invitation, and will not be discriminated against on
the grounds of age, race, color, religion, national origin, sex or disability in consideration for an
award.

Bidding documents and information, and plans, may be obtained at City Engineering
Department, 130 Shelby Street, Kingsport, TN for a non-refundable fee of $50.00.
A non-mandatory Pre-Bid Meeting is scheduled for Tuesday, July 7, 2026 at 10:00 AM EST at the
Engineering Conference Room at 130 Shelby Street, Kingsport TN 37660. Requests for information
are due no later than Friday, July 17, 2026 by 4:00 PM EST. A final addendum, if needed, will be
issued no later than Monday, July 20, 2026, 4:00 PM EST.
