N OTICE OF FUNDING AVAILABILITY (NOFA)
I. I ntroduction
T his NOFA announces the availability of funding from the City of St. Louis
C ommunity Development Administration (CDA) to facilitate the provision of
eligible HOME-American Rescue Plan (HOME-ARP) supportive services located
within the City of St. Louis.
T he City of St. Louis received HOME-ARP allocation, which is administered by
H UD as part of its COVID-19 response initiatives. HOME-ARP funds must serve
o ne or more of the HOME-ARP Qualifying Populations (QP) described in Section
V . A. CDA is administering this program for the City of St. Louis in an effort to
e xpand the supply of quality and accessible supportive services for at-risk
families. The City’s HOME-ARP Allocation Plan Substantial Amendment details
CDA’s funding priorities, including the allowance of surviving families of the
May 16, 2025 tornado to fit the definition of an at-risk QP to benefit from
HOME-ARP programs, is currently under review by the Department of Housing
and Urban Development (HUD). The draft HOME-ARP Substantial Amendment
can be foundh ere.
I I. Available Funds
The CDA 2026 HOME-ARP Supportive Services NOFA hereby announces the
availability of up to$ 1,500,000 in HOME-ARP Fundsfor the provision of
H OME-ARP Supportive Services serving one or more of the HOME-ARP
Q ualifying Populations.
III. E ligible Applicants
A. Not-for-profit supportive Service providers whose services benefit
H OME-ARP Qualifying Populations (See Section V. A.) are eligible to apply
for this HOME-ARP NOFA.
B . A pplicants must demonstrate that they havea ppropriateexperience and
sufficient financial and staff capacityfor the proposedp rogram.

C . A ll applicant agencies must be fully registered with SAM.gov. Please go to:
SAM.govto register.
D. The following entities areineligible:
1. For-profit businesses
2. T hose whose services do not benefit a HOME-ARP Qualifying
P opulation.
3 . T hose whose services are not included on the HOME-ARP Eligible
S upportive Services Activity and Costs list.
4 . T hose on state/Federal debarment lists.
5 . Entities that have failed to pay City income and/or property taxes in
p revious years.
6. T hose without a valid City business license or exemption letter.
7 . T hose who have defaulted on a previous CDA program/project.
I V. A pplication Process
A. Public Workshop
1 . In an effort to provide fair and impartial service, CDA staff will not be
available to field individual inquiries or to offer specific direction during
the open NOFA application period. A virtual CDA workshop will be
offered to provide basic instruction and general assistance with
a pplication materials for interested parties.
