The City of Helena is soliciting statements of qualifications (SOQ) from qualified and experienced firms to provide NEPA analysis/documentation and preliminary engineering services for the Montana Avenue Railroad Crossing Elimination (RCE) Project , Project No. TSD-26-12.  To be considered for award, the SOQ must state the name and number of the project, be addressed to the Clerk of Commission, City of Helena, 316 North Park Avenue, Helena, Montana 59623 and be received by 2:00 P.M. local time on November 20, 2025.

The proposed project consists of comprehensive NEPA evaluation and preliminary 30% engineering design for a separated crossing and        a 5-point intersection roundabout.

The City reserves the right to change or extend any and all dates including the due date for SOQs for any reason and at any time, including after the Due Date for SOQs shall have expired.
