Sources Sought 6913G625SS1005 - Replacement of Four Passenger Platforms and Track Repair Work

Summary:



The U.S. Department of Transportation (U.S. DOT), John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, OST-R, issues this Sources Sought to assist the Government in this small business set-aside, acquisition strategy, to replace four passenger platforms and track repair at the Lowell National Historical Park, Lowell, MA.



Background:



Lowell National Historical Park’s (LNHP’s) 1.5-mile trolley system has been in operation for 30 years. The trolley system is a small remnant of the historic trolley system from the era of the mills at the LNHP site. While the trolley system is currently in a general state of good repair, portions of the trolley system are reaching their end-of-life in which critical component renewals will be needed in addition to enhanced preventative maintenance activities.



Work to be Completed:



The Contractor shall provide all labor, material, tools, and equipment to 1) repair trolley tracks in way of four passenger platforms [Swamp Locks Station, Mack Plaza Station (Visitor Center), Moody Street Feeder House Station, and Tremont (Suffolk) Station] and 2) replace platforms, including all supporting structure, at each of the four stations. The work includes:



• Platform removals, including removal of all pressure treated wooden sleepers, composite deck boards, and associated hardware.



• Ballast replacement (existing ballast shall be removed and properly disposed of).



• Cross tie replacement (existing damaged/unusable railway ties shall be removed and properly disposed of).



• Repair or replace existing electrical rail bonding straps per American Railway Engineering and Maintenance-of-Way Association (AREMA) Manual for Railway Engineering (AREMA Manual), Chapter 33, Part 8.1.30.



• Install new replacement platforms using pressure treated wooden deck sleepers, structural composite deck boards, concrete slabs in specific identified areas, and hardware.



• Temporary relocation of display steam locomotive at Mack Plaza to allow renewal of track leading to and under the locomotive, including ballast, ties, and rail.
