Plenary Retail Distribution Liquor License (Type 44)

NOTICE IS HEREBY GIVEN that on August 18, 2026 at 10:00 am (prevailing time), sealed bids will be opened and read aloud at the Rockaway Township Municipal Building, 65 Mount Hope Road, Rockaway, New Jersey 07866 for the following:

One (1) Plenary Retail Distribution Liquor License (Type 44)

Bids shall be delivered in sealed envelopes and addressed to: Rockaway Township Municipal Building, Office of the Municipal Clerk, 65 Mount Hope Road, Rockaway, New Jersey 07866. Bids may be submitted by certified mail, return receipt requested, regular mail or hand delivery. Express and overnight deliveries must arrive to the Office of the Municipal Clerk no later than the time of bid opening.

It is the bidder’s responsibility to ensure that the bid package is delivered by the bid opening date and time. Any bid documents received after the bid opening time will not be accepted, regardless of the method of delivery. This sale is authorized pursuant to N.J.S.A. 33:1-19.3 et seq., and Rockaway Township General Ordinance Chapter VI (§ 6-3 et seq.).

All bids must be submitted on the bid proposal forms approved and provided for in the bid specifications in order to be considered. Bidders are to provide two (2) separate sealed envelopes: Envelope 1 (Prequalification Package) containing a completed 12-page State of NJ ABC Application, notarized Certification of Proof of Compliance, proof of site control, and a $50.00 non-refundable processing check; and Envelope 2 (Sealed Financial Bid) containing the Bid Proposal Form and a bid deposit of 10-15% of the total bid price.

The minimum bid that will be considered for the Plenary Retail Distribution License is $500,000.00. Any bid submitted for less than this amount shall be rejected.

Bid Documents may be obtained only from the township website, https://www.rockawaytownship.org/Bids.aspx . In accordance with N.J.S.A. 35:3-1 et seq., this Notice is published digitally on the official website.

The Township reserves the right to reject all bids if deemed in the best interest of the Township, or to postpone or cancel the sale. Successful bidders must pay the balance within 30 days or forfeit the deposit. The award is subject to NJ Division of Taxation clearance, criminal background checks, and source-of-funds investigation.

Pursuant to N.J.S.A. 33:1-19.2, the license must be formally issued within six (6) months of the application deadline, or the entire bidding event is nullified.
