Description


Sealed bids for construction of the Water System Improvements will be received until August 28, 2025 at 10:00 AM at Water System Improvements Contract A: Meter Installation Services, 101 North Main Street, Sylvester, Georgia, 31791, at which time and place they will be publicly opened and read aloud. Any bid received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days except as specifically may be provided in the Instructions to Bidders and/or by State law. The work shall generally consist of the following: providing all appurtenances and performing all labor to install +/- 2,750 water meters sized ¾¿ and 1¿, +/- 70 water meters(sized 1-1/2¿ and 2¿, +/- 15 water meters sized 3¿ ¿ 8¿, backflow preventers, meter box replacements, registers, and all other requirements to complete the project in accordance with the specifications. The work will have a contract time of 240 days. Funding is to be provided by the Drinking Water State Revolving Fund administered by the Georgia Environmental Finance Authority. This project will be subject to the Davis-Bacon Labor Standards, DBE Subcontract requirements, and the Build America Buy America Act. This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (¿IIJA¿), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget¿s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
