The City of Thomaston is seeking a qualified and experienced firm to provide comprehensive employee benefits services. This Request for Qualifications (RFQ) is intended to identify a partner capable of managing all aspects of benefits administration including compliance, strategic planning, vendor management, and employee support.

The selected firm will support the Human Resources Department by leading benefits planning and strategy, ensuring regulatory compliance, overseeing leave and wellness programs, and providing clear communication and education to employees. Services may be provided directly or through reliable partners.

Qualified firms must demonstrate capabilities in:

Benefits strategy and cost analysis

FMLA, ADA, and leave compliance

ACA tracking and IRS reporting

Legal and regulatory adherence (COBRA, HIPAA, ERISA)

Claims reporting and analytics

Wellness and employee engagement programs

Benefits communication materials and training

HRIS and technology integration
The City employs approximately 106 full-time staff across departments such as Police, Fire, Public Works, Administration, Code Enforcement, and Economic Development.

Responses must include a cover letter, executive summary, service approach, staff bios, technology capabilities, references, proof of insurance, and a statement of ability to perform all services.

The agreement will remain in effect at the discretion of the City Council.
