1.0 BACKGROUND
The Town of North Haven is a thriving suburban community in the Greater New Haven area. With
accessible transportation linkages to New Haven, Hartford, and points beyond, North Haven enjoys a
strong and diversified economic base; convenient residential neighborhoods; and easy access to
commercial, educational, historic, and open space amenities. The need to update our Plan of
Conservation and Development (POCD), and numerous changes to State Land Use Statutes has prompted
the Town to issue this solicitation for the services of a Municipal Planning Consultant with extensive
experience in Connecticut specific Land Use issues. The Town has begun assembling a Land Use Guidance
Committee consisting of key Town staff, representatives from our Land Use Boards, concerned citizens,
and interested civic organizations and individuals. This Group, with the assistance of our Municipal
Planning Consultant will participate in the POCD plan development and help guide Town Land Use policies
over the next decade and beyond.
2.0 OBJECTIVE
The Town is looking to parter with an experienced Land Use consultant to assist our Land Use staff in:
General on-call Land Use consulting on a wide variety of Land Use matters.
Preparation of our decennial update of the Town’s Plan of Conservation and Development in
accordance with Section 8-23 of the Connecticut General Statutes.
Interpretation of and development of strategies to address recent State Statute updates as they
pertain to Land Use and housing.
Preparation of new and/or updates to current Zoning Regulations to address new State housing
rules, as well as other updates and revisions to existing regulations.
3. GENERAL SCOPE OF WORK ITEMS
The overall scope of this assignment is to provide technical assistance to the Town’s Land Use Office on
an as needed on-call basis. Individual task orders will be issued to define separate work items, with the
POCD update one such task order.
4.0 CONTRACT TIMEFRAME
The base contract will be for one year, with options for annual extensions. While most tasks associated
with this assignment will be on an as-needed basis, task schedules will be established as part of the Task
Order development process. The Plan of Conservation and Development Task shall be completed and
ready for adoption by June 15, 2027 to meet the Towns Statutory obligations.
5.0 CONSULTANT SELECTION PROCESS
It is the Town’s intent to select a consultant based on the proposal, interview, and qualifications and
abilities of the firm/team and key project individuals. Proposers may be individual firms or teams as
appropriate to meet the specific needs of the project. The Town is planning to award this contract in the
third quarter of 2026,
Proposers are solely responsible for all costs incurred in the development and submission of the response
statement to this RFQ or any other presentations whether in response to this RFQ or to any subsequent

requirements of the consultant selection and contract negotiation process. All materials submitted in the
response to this RFQ become the property of the Town.
To be considered responsive to this RFQ the Consultant must follow the directions presented in this
solicitation and include the information required.
5.01 PROPOSAL SUBMITTAL AND GENERAL GUIDELINES
Six (6) paper copies of the submittal packages shall be submitted no later than 2:00 PM on August
20, 2026 to the following:

Proposals received after the response deadline will not be considered.
5.02 PROPOSAL SUBMITTAL CONTENT
The Proposal submittal package shall include a cover letter. The cover letter is limited to two
pages and shall include:
The firm/consultant name and a contact person with name, title, mailing address, e-mail
address, and phone number.
Name, title, and contact information of the proposed Project Manager (if different from
the contact person)
The proposal is limited to twenty (20) single or double-sided 8½”x11” sheets and shall be inclusive
of any resumes/bios, photos, graphics, etc. The cover letter, page dividers, front & back covers,
and table of contents will not be included in the 20-page count.
5.03 TOWN PROJECT MANAGER
Work performed under the resulting agreement shall be under the direction of the Town’s project

5.04 ACCEPTANCE/REJECTION OF RESPONSES
The Town reserves the right and holds at its discretion the following rights and options:
to waive any or all informalities in any RFQ
to reject any or all responses
to issue subsequent requests
This RFQ solicitation does not commit the Town of North Haven to enter into a contract or
proceed with the procurement of the project. The Town of North Haven assumes no obligations,
responsibilities, and liabilities, fiscal or otherwise, to reimburse all or part of the costs incurred by
the parties responding to this RFQ. All such costs shall be borne by each consultant submitting a
response.
5.05 ADDENDUMS TO THE RFQ
Any revisions, updates, or clarifications of the RFQ will be posted on the Town of North Haven’s

6.0 EVALUATION PROCESS
A team comprised of Town staff will evaluate the Proposals, and conduct interviews according to the
consultant evaluation criteria and the three-part process described below:
Part 1
Evaluation of the written Proposal package submitted by each Proposer, resulting in a short-listing
of Proposers who will be invited to an interview. Proposers will be notified if they have been
selected for an interview or not.
Part 2
Interviews will be conducted, and Proposers will be evaluated on the interview in addition to the
Proposal for a combined final score.
Part 3
The Town’s evaluation team makes a recommendation to the First Selectman to obtain approval
to begin negotiations with the selected Proposer. Contract negotiations shall then commence
with the selected Proposer. Proposers not selected will be notified in writing of the selection
outcome. If the selected Proposer and the Town are unable to agree on the final scope and fee
for the design services for the contract, the Town reserves the right to terminate the negotiations
with the selected Proposer and initiate contract negotiations with the next highest rated
Proposer.

6.01 EVALUATION CRITERIA
The Proposals will be evaluated and ranked based on the criteria listed below. The Town reserves
the right to give each criterion such weight as it deems appropriate.
Project Understanding – Explain your understanding of the project, components, and
challenges.
Project Approach – Based on your understanding of the project, propose how your team
will develop a project-specific approach.
Project Team and Experience – Identify project manager and team members, explaining
their roles, responsibilities, and expertise, and any sub-consultants.
Provide at least three (3) examples of similar projects that demonstrate your team’s level
of experience on similar projects for other Connecticut Municipalities
Project Management Approach – Describe your project management approach, with an
emphasis on your quality control and quality assurance measures and protocol.
Project Collaboration, Communication, and Coordination – Elaborate on your experience
and proposed approach for this project.
6.02 INTERVIEWS
Following evaluation of the Proposals, at least three (3) of the highest-ranking firms will be invited
to participate in the interview process. The Town will notify Proposers as soon as possible for
scheduling of interviews. The project manager will schedule interviews with the contact person
provided in the RFQ. Additional interview information will be provided at the time of the
invitation. The intent of the interviews is to help clarify and verify information provided in the
Proposal and to give the Town’s evaluation team an opportunity to meet the project manager and
key personnel that shall have direct involvement with the project and to learn more about their
proposed approach, relevant experience, and expertise.
7.00 TOWN STANDARD TERMS AND CONDITIONS
All proposals in response to this RFQ are to be the sole property of the Town of North Haven.
Proposers are encouraged not to include in their proposals any information that is proprietary.
All materials associated with this procurement process are subject to the terms of State laws
defining freedom of information and privacy and all rules, regulations and interpretations
resulting from those laws.
Any product, whether acceptable or unacceptable, developed under a contract awarded as a
result of the RFQ is to be the sole property of the Town of North Haven.
Timing and sequence of events resulting from this RFQ will ultimately be determined by Town of
North Haven.
The Proposer agrees that the proposal will remain valid for a period of 90 days after the deadline
for submission and may be extended beyond that time by mutual agreement.
The Town of North Haven may amend or cancel this RFQ, prior to the due date and time, if it
deems it to be necessary, appropriate or otherwise in the best interest of the Town of North
Haven. Failure to acknowledge receipt of amendments, in accordance with the instructions
contained in the amendments, may result in a proposal not being considered.
