Primary Clarifier Polychem Chain and Flight Equipment
Installation Services
Proposal
The City of St. Cloud, Minnesota is soliciting proposals from qualified vendors for removal of
existing Polychem chain and flight equipment and installation of newly procured Polychem
chain and flight equipment for an existing Primary Clarifier #4.
Background Information
The existing Primary Clarifier #4 Polychem chain and flight components were installed in 2010
and are showing significant signs of wear from 16 years in service. The configuration for Primary
Clarifier #4 consists of two longitudinal and one cross collector chain and flight drive system. This
configuration concentrates the settled solids towards the clarifier’s primary sludge pump sump.
From the sump these solids can more efficiently be pumped to the gravity belt table, GBT, for
further dewatering and solids processing. Floating solids are concentrated at the end of
longitudinal collector and collected by a tipping weir that is connected to the facility’s scum
well.

Removal and Installation Labor
Please include itemized equipment, materials, labor, travel and per-diem related expenses to
remove existing and install newly procured equipment and components. Completion of
removal and installation shall not exceed thirty (30) working days after a pre-approved start
date with the customer.
Existing equipment shall be turned over to the customer upon removal.

Vendor Selection Process
The proposals will be evaluated based on qualifications and experience of the vendor/supplier,
the anticipated cost of services and other appropriate factors (see below).
Selection criteria shall include, but shall not be limited to, the following factors:
1. Related professional experience, specific project responsibility and availability of key
personnel assigned to the project.
2. Vendor/supplier recent experience in the provision of comparable wastewater clarifier
collector systems and design services including references.
3. Current lead times.
4. Anticipated cost.
As the contracting authority, the City of St. Cloud shall make the final decision concerning
vendor selection. The City reserves the right to negotiate professional services from the selected
consultant(s) as deemed necessary to fulfill the complete project intent. The City reserves the
right to terminate the contract and delete all remaining work tasks at its discretion.
