Proposal

The City of St. Cloud, Minnesota is soliciting Request for Proposals from qualified vendors for the removal of the existing Polychem chain and flight equipment and installation of newly procured Polychem chain and flight equipment with an existing scum well.

Submission Requirements

Site visits and/or questions shall be directed to Jacob Ethen , Wastewater Services Manager, by Friday, July 17, 2026.

Proposal
The City of St. Cloud, Minnesota is soliciting proposals from qualified vendors for the
removal of the existing Polychem chain and flight equipment and installation of newly
procured Polychem chain and flight equipment within an existing scum well.
Background Information
The original Polychem scum skimmer drive system, manufactured by Brentwood
industries, was installed in 1974 at the St. Cloud Nutrient, Energy, and Water (NEW)
Recovery Facility. This skimmer drive gear system is operated to divert fats, oils and
greases and scum from the facility’s primary clarifier tanks. The current daily average flow
to the facility is 10 million gallons per day, MGD, and the scum and grease are
concentrated and collected by rotating weirs, which then flows by gravity to the scum
well. The drive mechanism in the scum well conveys the scum and grease to a sump
where it is pumped by pneumatic scum ejectors to the anerobic digesters for further
processing.

Removal and Installation labor:
Please include itemized equipment, materials, labor, travel and per-diem related
expenses to remove existing and install newly procured equipment and components.
Completion of removal and installation shall not exceed ten (10) working days after a
pre-approved start date with the customer.
Existing equipment shall be returned to the customer upon removal.

Vendor Selection Process
The proposals will be evaluated based on qualifications and experience of the
vendor/contractor, the anticipated cost of services and other appropriate factors (see
below).
Selection criteria shall include, but shall not be limited to, the following factors:
1. Related professional experience, specific project responsibility and availability of
key personnel assigned to the project.
2. Vendor/supplier recent experience in the provision of comparable wastewater
clarifier collector systems and design services including references.
3. Current lead times.
4. Anticipated cost.
As the contracting authority, the City of St. Cloud shall make the final decision concerning
vendor selection. The City reserves the right to negotiate professional services from the
selected consultant(s) as deemed necessary to fulfill the complete project intent. The
City reserves the right to terminate the contract and delete all remaining work tasks at its
discretion.
