1. This pre-solicitation notice is in accordance with RFO 5.101(c). This is not a Request for Quotation (RFQ), a Request for Proposal (RFP), or an Invitation for Bid (IFB). The Government is not soliciting quotes or proposals at this time.
2. Description:
USCIS intends to procure, on a sole source basis, a one-year contract for Specialized Wholesale Lockbox Services to support the collection, processing, and deposit of fees and associated applications for USCIS Benefit Forms.
3. Procedures for Award:
The Government intends to issue a Request for Proposal (RFP) and award a hybrid action: Firm Fixed Price, Fixed Unit Price, and Time & Materials contract. The award basis is anticipated to include Technical and Price. The Government anticipate to award on or about 15 December 2026.

7. Statement Regarding Responsible Sources: All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.
8. Competitive Status IAW RFO 5.101(c)(4)(vii): This procurement is executed as a sole-source acquisition with JPMorgan Chase Bank, N.A. The current USCIS Lockbox provider, JPMorgan, is the only lockbox provider that currently has the physical and system capacity to process the 64 existing form types, and the scalability to add new forms as needed, while following over 50,000 business rules and maintaining the level of support and service USCIS requires. Any attempt to divide or segregate the work among multiple providers would introduce unacceptable operational risk, disrupt continuity, and potentially jeopardize compliance with federal mandates and the agency’s mission.
