INVITATION TO BID
The Hendersonville Police Department is accepting sealed bids from qualified Federal Firearms
License (FFL) dealers for the exchange of one (1) lot of confiscated firearms for credit toward the
purchase of AR-15 patrol rifles.
Pursuant to Tennessee Code Annotated § 39-17-1317(l), the exchange shall occur solely between
the Hendersonville Police Department and a licensed and qualified firearms dealer in accordance
with applicable federal, state, and local laws.
Specifications may be obtained by email request to Angelique Early with the Hendersonville
Police Department at aearly@hvillepd.org or by paper copy from the Hendersonville Police
Department, 3 Executive Park Drive, Hendersonville, TN 37075.
Bids must be submitted by August 25, 2026, for the opening at 3:00 PM, at which time they
will be opened in the office of Chief Jones at the Hendersonville Police Department, 3
Executive Park Drive, Hendersonville, TN 37075.
The City reserves the right to reject any and all bids and to waive informalities or technicalities.

BIDDING INSTRUCTIONS
Sealed bids will be received by the City of Hendersonville, Police Department, from qualified FFL dealers
for the exchange of confiscated firearms for AR-15 patrol rifles
Copies of the specifications and contract documents may be examined and obtained at the Police
Department, located at 3 Executive Park Drive, Hendersonville, Tennessee 37075.

BIDDING REQUIREMENTS
1) Bid Proposals will be received at Hendersonville Police Department located at 3 Executive
Park Drive, Hendersonville, Tennessee 37075, no later than 3:00 PM on August 25, 2026. Bids
must be submitted in the format shown below. Bids received after this time and/or bids improperly
submitted shall be returned to the bidder unopened. Telegraphic bids will not be accepted.

3) Bidder shall be properly licensed as a Tennessee Contractor in accordance with Tennessee
Code Annotated § 62-6-119 and shall maintain such license in good standing throughout
the duration of the project.
4) Bidder shall be a business properly licensed by the State of Tennessee.
5) Bidder shall supply proof of insurance prior to commencing with work.
6) All bidders shall submit qualifications demonstrating experience with law enforcement firearm
transactions and provide product specifications for the proposed AR-15 patrol rifles. Failure to
provide the required information may result in rejection of the bid. Successful bidder shall
coordinate exchange logistics with the Hendersonville Police Department within ten (10) business
days of award notification.
7) Contract/Project Administration: The Purchasing Tech, or their designated representative(s),
shall serve as the owner’s representative. All requests, correspondence and submittals pertaining
to this bid and resulting agreement shall be addressed, in writing, to the attention of:
