NOTICE OF CALL FOR BIDS

Notice is hereby given that sealed bids will be received by the Snohomish County Purchasing Division for the following:

ELLIOTT ROAD FLOOD REDUCTION

RR48671, WC8671, RR48140, WC8140, UPI 20-0025

Estimate: $6,196,422.00

Sealed bids must be received no later than 11:00 A.M., February 11, 2025. Sealed bids may be mailed to Snohomish County Purchasing Division, 3000 Rockefeller Ave., M/S 507 6AdmE, Robert J. Drewel Building, Everett, Washington 98201.

This Contract provides for the improvement of Elliott Road by constructing a bridge, raising the roadway, re-aligning Anderson Creek, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the 2025 WSDOT Standard Specifications. Project construction will include two in-water work windows, during the summer of 2025 and during the summer of 2026. Group 1 consists of work for construction of the bridge, road improvements, and the temporary bypass road. Group 2 consists of work to re-align Anderson Creek and improve fish habitat.

All bids must be submitted in writing on forms downloaded from Builders Exchange of Washington.

PLANS, SPECIFICATIONS, ADDENDA, BIDDERS LIST, AND PLAN HOLDERS LIST for this project are available through the Snohomish County Projects Online virtual plan room at Builders Exchange of Washington ( BWXA ). Free of charge access is provided to Bidders, Subcontractors, and Vendors by going to http://www.bxwa.com/ and clicking on: “Posted Projects” , “Public Works” , “Snohomish County” , and “Projects Bidding” .

Commercial carriers such as Federal Express and United Parcel Services as well as the United States Postal Service will continue to deliver items to County buildings.

Hard copy submittals may be delivered in person or sent via commercial carrier or post office. The delivery/physical address is: 3000 Rockefeller Ave, Drewel Building - Admin East, 6 th Floor and must be received by the Purchasing Department not later than 11:00am on the given due date.

If submitting in person, the bid shall be sealed in an envelope and the Bid number and proposer’s name noted on the outside of the envelope. Proposals will not be accepted at any other county location other than the Snohomish County Purchasing Division.

Bids will be opened by County staff. The opening may be viewed via Microsoft Teams. Bidders may attend bid openings on the 6 th floor of the Robert J. Drewel Building. Bidders may also call in and listen to the bid opening at the number below.
