The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for Medical Plan Administration. Responses are to be submitted via the Commission's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Monday, April 20, 2026. Late responses will not be accepted. Project work includes "Agency" and "Agencies" for purposes of this RFP consist of The Maryland-National Capital Park and Planning Commission, hereinafter referred to as "M-NCPPC," and the Washington Suburban Sanitary Commission, hereinafter referred to as "WSSC" or "WSSC Water." These Agencies are bi-county Agencies, located within both Montgomery and Prince George's Counties. Through the WSSC Procurement office, the Agencies are seeking proposals from qualified organizations to provide administration of the current self-funded medical programs (EPO/POS) for each Agency's active employees, retirees under 65, COBRA participants, and possibly Medicare Retirees*, effective January 1, 2027. The current Kaiser-insured HMO will remain in place. *Note that the Agencies are concurrently considering an Open-Access Group Medicare Advantage program for Medicare Retirees through a separate RFP. Your proposal must allow for Medicare Retirees to be carved out of the self-insured population, should any Agency elect to move to Group Medicare Advantage effective 1/1/27 or beyond. You may include any variances in your proposed fees that result from this potential change in population within the Financial quotation portion of this RFP. Be sure to carefully and thoroughly document any caveats.
