The City of Vista Fire Department, Vista, California ("City") is accepting sealed proposals for Bulk Fuel Delivery Services for the Vista Fire Department, as specifically set forth in the City's e-Procurement portal, OpenGov until Wednesday, January 15, 2025, 3:00 p.m. PST.
The City of Vista, incorporated in 1963, is a general law city with council/manager form of government. The City of Vista is located in north San Diego County, approximately 42 miles north of San Diego and 93 miles southeast of Los Angeles. The City of Vista Fire Department serves a land area of 36.5 square miles, 19 miles in the city proper, and 17.5 miles in the Vista Fire Protection District. The Vista/District population is 120,533. Vista is San Diego’s craft beer capital, with the most craft breweries per capita of any California city. With more than 21.3 million square feet of commercial, retail, and industrial space, Vista is home to high-tech manufacturing and R&D.
The Vista Fire Department has a fueling station at Fire Station 1 at 175 N. Melrose Drive, Vista, CA 92083. The capacity of the underground tanks are 1,000 gallons for unleaded fuel and 2,000 gallons for diesel. Annual fuel delivery is approximately 50,000 gallons with 30% of the quantity unleaded and 70% diesel.
Proposal price shall consist of the Oil Price Information Service (OPIS) daily average rack price over or under (plus or minus) a stated amount. Bidder shall submit either a plus or minus rate (one rate per type of fuel only) which will be applied to the published daily average to establish the cost per gallon for each delivery. The proposal price shall be firm, fixed, fully burdened, FOB destination, and include any applicable delivery or freight charges, and any other costs required to provide the requirements as specified in this RFP. Taxes and applicable local, state, and federal regulatory fees should not be included in the price proposal. Applicable taxes and regulatory fees will be added to the net amount invoiced.
Occasional delivery of fuel during a public emergency within the Vista Fire Department's primary response area (City and Vista Fire Protection District), for apparatus at the incident location or fixed electrical fire station generators within 6 hours of notification.
The quantities and estimated fuel usage listed in the Proposal Sheet is provided to give a general indication of the scope of the work and for the comparison of proposals. No warranty is made, either expressly or by implication, that the actual quantity of work to be done will correspond therewith.
