Description:

The County of Rockingham, (the County) a political subdivision of the State of Virginia is seeking proposals from Design Build firms authorized to do business in the State of Virginia to design and build an engineered septic system for the Singers Glenn Community Center. The purpose of this Request for Proposals (RFP) is to solicit proposals from experienced Design-Build General Contractors for the planning, design, and construction of an engineered septic system that will accommodate the new Community Center (RFP#26-0828-01). The Owner seeks a qualified partner capable of providing comprehensive design, preconstruction, construction, and commissioning services under a single contract to deliver a high-quality facility that meets the needs of the community while maintaining budget and schedule objectives. The qualified contractors approved to submit a proposal include GOODEX and Virginia Septic.

A mandatory pre-proposal meeting will be held at the County Administration Building at 20 East Gay Street, Harrisonburg, VA 22802 on Wednesday, September 9 th at 10:30am.

1.0 PURPOSE
The County of Rockingham, (the County) a political subdivision of the State of Virginia is seeking
proposals from Design Build firms authorized to do business in the State of Virginia to design and build
an engineered septic system for the Singers Glenn Community Center. The purpose of this Request for
Proposals (RFP) is to solicit proposals from experienced Design-Build General Contractors for the
planning, design, and construction of an engineered septic system that will accommodate the new
Community Center (RFP#26-0828-01). The Owner seeks a qualified partner capable of providing
comprehensive design, preconstruction, construction, and commissioning services under a single
contract to deliver a high-quality facility that meets the needs of the community while maintaining
budget and schedule objectives. The qualified contractors approved to submit a proposal include
GOODEX and Virginia Septic.
The selected Design-Build Contractor will be responsible for assembling and managing a
multidisciplinary team that will provide architectural, engineering, permitting, construction, and project
management services throughout all phases of the project. The Contractor shall work collaboratively
with the Owner and stakeholders to develop a facility that is functional, cost-effective, sustainable, and
reflective of the community's vision and long-term goals.
2.0 BACKGROUND
Rockingham County is located in the center of the beautiful Shenandoah Valley of Virginia. Nestled
between the Blue Ridge Mountains on the east and the Alleghenies on the west, the County is located
along the Interstate 81 corridor and only a two-hour drive to Washington, DC. Rockingham County is the
third largest county in Virginia and encompasses the Harrisonburg-Rockingham metropolitan area.
The Community Center is intended to serve as a central gathering place that supports recreational,
educational, cultural, and civic activities. The engineered septic system must meet the needs of the new
Community Center. The successful proposer shall demonstrate experience in delivering similar septic
systems and the ability to provide innovative solutions, effective cost controls, quality construction, and
efficient project delivery.

3.0 SCOPE OF SERVICES
The selected firm, under the direction of the County, shall perform in a satisfactory and proper manner all
the necessary services required under this solicitation including, but not necessarily limited to, the
following services:

Rockingham County proposes construction of a 5,200 square foot Pre-Engineered Metal Building
(PEMB) to replace the existing Singers Glen Community Center facility. The new structure will provide
flexible, multi-generational programming space while ensuring code compliance, accessibility, and long-
term durability.
